The awarding authority would like to enter into a contract for portfolio management of energy with the accompanying services. An independent administrator shall be engaged who, on behalf of the awarding authority, shall carry out:
— physical trade,
— financial trade,
— risk management and consultancy services,
— reporting, administrative services and handling invoices,
— courses and training.

In 2011 the awarding authorities together paid the current service provider approx. 1 300 000 NOK excluding VAT. A change in strategy and risk documents and the price being subject to being divided up into fixed annual administration fees, administration mark-up and success fees, is expected however to affect the value of the the new contract. There is therefore great uncertainty connected to the contract value.The estimated contract value is only of an informative character and the awarding authority is not bound by it.The volume can vary as a result of changes in the fiancial framework terms, political decisions, conversion to renewable energy, energy saving measures and the general market situation. The approx. energy consumption per annum for the three main awarding authorities is as follows:— Stavanger: 122 000 MWh,— Sandnes: 64 000 MWh,— Sola: 34 000 MWh.

The awarding authority shall have an option to extend the contract for a further 1+1+1 year on the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The settlements shall be carried out through a clearing centre.

As documentation the awarding authority will obtain a credit rating from Experian (the awarding authority subscribes to services from Experian). Service providers must as a minimum achieve a rating of "credit worthy". Service providers are expected to have knowledge of the information registered on the company and by submitting a tender give consent for the information to be obtained and used as a basis for the assessment of the service provider's financial conditions.

If a service provider knows that the requirement for the financial ability to fulfil the contract cannot be met through the credit rating as stated above, the service provider can enclose other documentation with the tender that confirms that the financial ability is satisfactory.

If the awarding authority's credit information on each company does not include a credit rating, the awarding authority will try to cover their need for documentation in another way, either by assessing whether the financial ability is satisfactory based on other information that is available from Experian or by obtaining other documentation.

Teknisk og faglig kapasitet:
(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).

A list shall be enclosed of the most important deliveries or performed services in the last five years, and this shall include information on the delivered amount of energy, date (contract period), name of the customers and a short description of them, e-mail address and the name of contact persons at the customers.
