Petroleum Safety Authority (PSA)

The framework agreement comprise consultancy services within health, safety and environment in the petroleum activities on the Norwegian continental shelf. The agreement apply to the fields of drilling and well technology.
The PSA would like to enter into an agreement to quickly handle the tasks that need to be done, including work other than supervision. The agreement will also cover the use of external resources when required. The work will vary in scope from simple analysis or reviews to more in-depth investigations or verifications of proposed solutions. Examples of tasks include:
— Working out/evaluating analyses.
— Verifications.
— Implementation of projects.
— Information gathering and mapping.
— Professional input to projects.
— Assistance in connection with supervisory activities, including investigation of incidents, participation in meetings, report writing, etc.
— Administration and management of projects or assignments.
The estimated need for consultancy services will normally be from just under 100 hours up to about 250 hours per year. The estimate must be regarded as indicative, as it will depend on the activity on the Continental Shelf, PSA's priorities and the Ministry's annual grants. The hours are not binding upon the PSA.

Supplier shall be up-to-date with their payments of taxes and VAT.
Supplier shall have a functioning HSE system.
Supplier shall be a legally established company.
Økonomisk og finansiell stilling:
(1) Foretakets siste års beretning, samt nyere opplysninger som har relevans til foretakets regnskapstall
(2) Framleggelse av foretakets årsregnskap eller utdrag fra dette
Annual accounts for the last two years, including management reports and auditor's notes.
Credit evaluation/rating, no older than 1 year, based on last known accounting figures. The rating shall be carried out by a publically approved credit evaluation company.
Minste nivå(er) av standarder:
Supplier shall have the finances required to execute the contract. In other words, sound economy and financial standing.
Teknisk og faglig kapasitet:
(1) Oversikt over foretakets totale bemanning.
(2) Bemanning for dette oppdraget (organisasjonsplan) med navn og CV for nøkkelpersoner som skal utføre oppdraget (gjelder tjeneste-, og bygge- og anleggskontrakter).
(3) Foretakets viktigste leveranser de siste 3 årene, inkludert deres verdi, tidspunkt og mottaker (gjelder vare- og tjeneste kontrakter).
(4) Redegjørelse vedrørende foretakets helse, miljø og sikkerhetspolicy.

The service provider’s competence profile. This means a general description of what competence and qualifications the service provider offers.
The service provider’s experience profile. This means a general description of what relevant experience the service provider has. A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients.
