Oslo kommune through REN will establish a new recycling center in Ullernchausseen 26, Oslo. The plot can not be used for recycling center within the limits set out in the zoning plan without building a new facility. To make room for the new facility, the existing building must be removed. Because of suspicion of contamination in the soil the masses in the areas must also be checked and possibly be removed.
A contractor will be procured for the demolition and environmental work in connection with this assignment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
— The supplier shall have a relationship with respect to tax and VAT payments.
— The supplier shall provide safety declaration form (see attachment).
— The supplier shall be a legally established entity.
Økonomisk og finansiell stilling:
(1) Other documentation required (please state below).
— Credit appraisal / rating, not older than 1 year, and based on past known figures.
The Waste Management Authority reserves the right to obtain a credit rating from Experian AS, and put an emphasis on this for the assessment.
Minste nivå(er) av standarder: — The supplier shall have the financial capacity to perform the contract.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts).
(3) A statement of the quality assurance/quality control system operated by the company.
(4) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
— A description of the supplier's workforce.
Organization shall be enclosed.
If the supplier shall / must rely on other companies' capacity to implement the contract, the eventual documentation at their disposal, such as a declaration of commitment from the undertaking concerned shall be provided.
— The supplier, and eventual subcontractors shall document larger scale assignments within the past five years with the values, dates and recipients / authorities. It is requested that only relevant assignments be given.
— Give an account of the system, or a copy of a certificate from a publicly accredited quality control institution, and a description of how the quality of the assignment will be conducted.
— Copy of central approval, or other documentation that proves that local approval will be granted.
Minste nivå(er) av standarder:
— Good implementation ability is required.
— Required experience from similar assignments, ie demolition and depollution of similar buildings and areas
— A good and effective quality management system is required.
— The contract requires accept responsibility under the plan-og bygningsloven of June 14th 1985 number 77 and the regulations of January 22,1997 number 35 (godkjenningsforskriften (GOF)).
The following functions are relevant for this project:
— Responsible project designers development class 2.
— The responsible contractor, development class 3.
— Responsible for controlling the execution, development class 3.
