The objective of the procurement:
Norsk Tipping, henceforth referred to as the Awarding Authority, has a telephony system which shall be further developed. The Awarding Authority has many communication levels; mail system, mobile telephones, landlines, Office Communicator, video conference system, etc.
With this procurement, the Awarding Authority shall enter into an agreement with a Service provider/joint venture partner who can provide consultancy and assist with connecting together the systems to a more overall system.
The Awarding Authority is open for start using new technology/systems, but does not wish to be pilot customer. The systems shall therefore be tested and in function.
The main focus of the procurement is continuance and development of existing systems as well as integration between systems and services.
The Awarding Authority’s requirements are described in the tender documents.
The procurement is divided in 2 various service/product groups:
Further development of the existing systems.
— Purchase of lines/ telephone traffic and subscriptions,
— Exchange,
— Switchboard,
— Integration towards CRM system (Customer relationship management),
— Visit registration,
— Complete mobile coverage in the Awarding Authority’s building,
— Purchase of terminals (landline / mobile),
— Service level agreement (service and depot),
— Management system for mobile,
— Plan.
Options:
— Unified communication,
— One work telephone no. per employee,
— Integration mobile / landline,
— Absentee marking,
— Invoicing,
— Training of employees,
— Training of operations personnel,
— Broadband to employees.

The Awarding Authority’s existing system: The existing system has up to 3 telephone sets (landline, DECT and mobile) for each employee. The objective of this procurement is to reduce the number of sets/terminals/numbers and simultaneously develop a more future-oriented telephone system. At present the Awarding Authority has its own network infrastructure for telephony but would in the future prefer to use data network. The Awarding Authority primarily request a telephony system based on the existing exchange since a CTI system integrated towards Siebel is already established. The Awarding Authority request a system which is better integrated to other systems as well. The existing telephony system is based on Alcatel OmniPCX Enterprise placed at the Awarding Authority’s premises in entity imposed IP rack in the new building and 1 imposed IP rack at Kjonerud. This is a summery of the existing exchange and capacities: — Alcatel A4400 central, version R9.1, — 2 CPUs (servers) located in a computer hall, — A separate 48 voltage battery backup through central UPS, — IP rack at Backup site Kjonerud, — 120 city lines (90 at Norsk Tipping, 30 at the Backup site Kjonerud), — 512 digital lines (NT 480, Backup site Kjonerrud 32), — 96 analogue lines (NT 72, Backup site Kjonerud 24), — 16 ISDN S0 through BRI, — 21 DECT bases (NT 17, Kjonerud 5), — Voice mail and Call-by-name for all, — 3 switchboards which are integrated with Trio Present, version 4.2, — Trio Present synchronised towards Microsoft Exchange (Outlook) 201 with recorded absence for internal users. The recorded absence can be installed by telephone, outlook or web site, — Integrated in the central is CCS which is the Queue and distribution system which can be used with Genesys/Siebel for the Awarding Authority’s call centre, version 9.00.90.02, — PC software Omni Touch, version 4.1.000.032.a, — OmniVista management system, version 47650.5.1.06.03, — IN with approx. 180 simultaneous fire calls at Telenor link.
