1. Important information regarding deadlines: Complete tenders shall be delivered the Awarding Authority within 9.5.2011 at 13:00 hours. This means that the requests for participation must be received well before this date in such a way that tenders can be prepared within 9.5.2011. Based on qualification and evaluation criteria, invitation to negotiations will be distributed to the 3 best qualified tenderers within 25.5.2011. Negotiations will be entered into and the service provider will be selected in accordance with new evaluation of revised tender based on the evaluation criteria given in the tender documents. 2. Deviation from the tender documents shall be clearly described in the tender letter. Reservations, if any, shall be stated clearly and precisely and shall if possible be priced in such a way that the Awarding Authority is given opportunities to consider any consequences. 3. The Awarding Authority reserves the right to cancel the tender contest due to financial conditions. See the tender documents for further information. 4. When the agreed upon administrative period expires, the administration responsibility will be returned to the Awarding Authority without costs and compensations for actual restoration expenses. 5. Façade drafts and floor plans will be sent by post to interested service providers. The drafts and floor plans may also be distributed during the tender inspection which will be held 7.4.2011 at 10:00 hours. Vilkår for deltakelse

(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

In accordance with regulation dated 8.2.2008 no. 112 regarding pay and working conditions in public contracts § 5, the Awarding Authority’s employees or sub-providers directly involved in the contract, have pay and working conditions not poorer than what are given in the nationwide tariff agreement, or what are considered standard for relevant location and profession.

Based on the prevailing regulations, the Awarding Authority will require that the executing company, including sub-providers, shall substantiate the pay and working conditions to the employees involved in the contract

(2) Presentation of the company’s annual accounts, or extracts thereof.
(3) Statement of the company’s turnover, of relevance to this contract, for previous years.

Minste nivå(er) av standarder:
1. No tax or duty arrears.
2. Financial stability. Financial solidity is required, equivalent to Dun & Bradstreet’s rating A, creditworthy, or equivalent. The Awarding Authority reserves the right to obtain separate credit appraisals.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(4) A statement of the company's health, environment and safety policy.
(5) A statement of the quality assurance/quality control system operated by the company.
(6) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
(7) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).

1. Substantiate sufficient approvals in accordance with the Norwegian Planning and Building Act.
2. Sufficient manpower and equipment. This shall be made probable towards the Awarding Authority.
