Remote control. Service, operation and component agreement 17-2011

Oslo Municipality, c/o the Agency for Water and Sewerage Works (VAV), henceforth referred to as the Awarding Authority, invites to a tender contest with negotiations regarding procurement of Remote control, service, operation and components. The Awarding Authority supplies Oslo City with drinking water and sewerage management and safeguard related services within administration and environment.
The Awarding Authority is responsible for maintenance and renewal of the city's treatment plants, measurement / reduction and pumping stations for both drinking water and wastewater. The treatment plants at Oset, Skullerud and Bekkelaget (BEVAS) are operated as separate facilities and are not included in this agreement.
Other central assignments are management of water source areas and inspections of the waterways in the city. The Awarding Authority owns and operates 45 dams, of which six ponds are presently remote controlled via the Remote Control system. Upgrading of several dams by using remote control is subject to planning.
The automation plants which are connected to the Remote Control system are extended with approx. 10 systems per annum. The Awarding Authority has approx. 250 Programmable Logic Controllers from ABB and a considerable number of data logs which are or shall be connected to the remote control monitoring system.
The activity is also regulated by a many laws and regulations. The law regarding water and sewage charges, the pollution-control law and regulation regarding water supply and drinking water will particularly apply for this assignment.
