NB has a long-term aim of securing obligatory delivery of all Norwegian newspapers in digital format from those who currently publish paper newspapers. Before this happens, and before all newspapers are available digitally at libraries, NB will offer the newspapers on microfilm to interested subscribers. Currently, there are around 50 newspaper titles for which microfilms are to be produced on the basis of copies of the digital files NB produces when it scans the paper editions of all new newspapers.
NB therefore wishes to conclude framework agreements with suppliers that can produce microfilm from digital images.
Microfilm copying.
NB requires some copying of microfilms from its own microfilm collection to replace old films with new ones when they become worn out. This will involve film-to-film copying 1:1 of new, 35mm, unperforated microfilm.
The scope of the procurement will largely depend on the number of microfilm subscribers NB has at any given time.
A complete description of the delivery is contained in appendix 1 (requirement specification).
It is permissible to submit tenders for parts of the assignment, i.e. tenders for the following parts:
1. Microfilm output;
2. Microfilm copying.
The principal shall be free to choose to conclude a framework agreement with one or several suppliers following an evaluation of what appears to be economically most advantageous.
If framework agreements are concluded with several parties for each service area, at least 3 suppliers will be chosen per service area, assuming that there are sufficient numbers of suitable suppliers and tenders.
If several suppliers are chosen, call-offs under the framework agreement will be made in order of priority, by service area. This will take the form of a request directed at no. 1, followed by no. 2 if no. 1 cannot deliver.
An assessment will be undertaken of whether the additional costs of administering several contracts will exceed the saving made by awarding the contract according to the weighting of the award criteria by service area. Any total saving of this kind will be weighed up against any negative effects linked to other criteria.
