Procurement of operational services

The Norwegian Labour Inspection Authority, henceforth referred to as the Awarding Authority, wishes to pre-qualify tenderers for entering into a contract for framework agreement regarding Operational services.
The Awarding Authority is considering entering into a tender contest for operation and administration services in relation to ICT where the objective is to contribute to cost efficient systems and maintain and/or improve the existing quality of deliveries.
The Awarding Authority intends to carry out a 2 stage procedure. In stage 1 a new service provider takes over the operational liability as is, where the equipment is located at the Awarding Authority’s computer room. Stage 2 involves relocation of the equipment to an external computer room where the service provider shall operate the systems. It is also the Awarding Authority intention to hire servers and other centralised equipment from the new service provider.
The service provider shall have the total liability for the entire delivery. It is not allowed to submit tenders for lots.
The contract period is 3 years. Option for the Awarding Authority to prolong the agreement with 1 year on identical conditions. The maximum contract period with option is 4 years. The total value is estimated to 8 000 000 - 10 000 000 NOK per annum.
The Awarding Authority with approx. 600 employees is organised in a Directorate located in Trondheim and 7 regional offices and 16 local offices throughout the country.
All tenders shall be delivered electronically via Mercell MSS; www.mercell.no within the tender deadline. All questions regarding the tender shall be addressed through the communication module in Mercell. The reason for this is that all communication shall be logged.

The tenderer will need an electronic signature for public notices (BankID, Commfides or Buypass). Questions in relation to this should be addressed Mercell support. It is recommended that the tender is submitted well before the deadline for receipt of tenders. If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline.
