Procurement of budget and operating plan system

The National Police Directorate, henceforth referred to as the Awarding Authority, requires an IT system for budget and operating plan processes. The IT system shall be used in connection with preparation, presentation and follow-up of the Awarding Authority’s operating plan and budget as well as the Awarding Authority’s budget follow-up for subdivisions.
The system shall be the central planning and following-up system for all levels (senior managers, middle managers and project managers) within the Awarding Authority’s organisation. It is expected to be up to approx. 200 users of the system within the Awarding Authority.
Moreover, the system shall be used in connection with periodical financial reports from subdivisions to the Awarding Authority. The subdivisions include police districts and special agencies, at present a total of 35 units. It is expected to be approx. 100-150 users of the system in police districts and special agencies.
By connecting operating plans and budgeting, the system shall organise an overall management of the Awarding Authority’s finance and personnel resources in proportion to settled goals and result requirements.
The proposed application shall be complete developed and well documented. This means that the agreement will not include any large degree of new development.

The contract period is 2 years which gives the Awarding Authority option for assessment after implementation and 1 year operation of the system. Option for 3 years prolongation subsequent to executed assessment.
