Pipe replacement for water and sewage, NoDig. Framework agreement for 2011-2013

Bergen kommune

Bergen Municipality has approx. 900 km of water pipes and approx. 1 200 km of sewer pipes. The annual objective is to replace approx. 10 km of sewer pipe and approx 8,0 km of water pipe. It is an objective that 75 % of sewer network replacement and 50 % of water network replacement shall be done by use of excavation-free techniques (No-Dig).
This procurement covers a framework agreement for execution of NoDig (excavation-free) work on existing water and sewage system, together with pipe inspection of public and private connection lines and renovation of manholes. Even though no dig methods shall mainly be used - there will be some associated excavations.

Beskrivelse av opsjoner:
The framework agreement will have a period of 2 years from contract signature. In addition the award authority shall have an optio to extend the agreement by a futher 1 + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
(3) Value added tax certificate (national requirement);
(4) Company tax certificate (national requirement);
(5) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

The supplier must have good economic and financial strength in relation to company generally and in respect of this procurement’s character. As a minimum it is required to have “satisfactory” character within 2 of the following criteria: liquidity, profitability and solidity, as described in Proff Forvalt ratings.

Documentation: Bergen Municipality will obtain the above information from Proff Forvalt credit information company. It is not necessary to supply this information. (all companies which submit accounts to Brønnøysundregisteret, will be registered through Proff Forvalt.). If the above information is not available within the above named credit information company, a rating/report from a credit reference agency (Dun & Bradstreet, Lindorff Decision, Creditinform or similar) must be attached.

Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);
(2) A statement of the quality assurance/quality control system operated by the company;
(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts);
Requirement to fulfil the contract.
1. Suppliers must have the capacity and ability to access 4 km renewal of water pipes and 6,5 km renewal of sewage pipes per year.
Documentation:
Overview of the company’s total capacity and expected available capacity to implement the assignment.
Suppliers are required to show a good ability to fulfil the assignment in accordance with the awarding authority’s needs. Suppliers are required therefore to have sufficient capacity to fulfil the assignment. Suppliers are also required to have an authorised workshop to carry out guarantee work, services and repair damages.

Competence requirements:
1. Service providers must document competence equivalent to central certification for the right to be responsible development class 3; superior responsibility for execution (building, site or construction, technical installations), or

Environmental requirements:
The assignment requires that suppliers have routines and systems which ensure a low impact on the environment when carrying out the delivery.
Documentation (shall be given in one of the following ways):
1.Description of the company’s routines and systems connected to no dig work, including handling of chemicals and contaminated masses;
2. If the routines are described in the company’s quality or environment management system in accordance with ISO 14001 or equivalent third party verified system, the valid certificate as well as a copy of the relevant routines shall be enclosed.
