Bergen municipality shall construct a new dam at Svartavatnet on Gullfjellet. The dam shall be constructed as a buttress dam with a maximum height of 35 m and the crest of the dam shall be approx. 100m. The works comprise ground and concrete works for the dam as well as alterations to paths in the areas and clearing vegetation of the area down from the dam.

Contractors carrying out work in Norway must fulfil the requirements for health, environment and safety laid down by the Norwegian authorities.

Contractors must have good economic and financial strength as regards the company in general and as regards this procurement’s character. A minimum total bankruptcy character of B3 (moderate risk) as described in Proff Forvalt’s rating is required.

Teknisk og faglig kapasitet:

Requirement: ability to fulfil the contract – personnel.
Contractors are required to show the ability to fulfil the assignment in accordance with the awarding authority’s needs. Contractors are required therefore to have sufficient capacity to fulfil the assignment.

Requirement: experience from similar assignments.
Contractors are required to have very good experience from similar assignments.
Very good experience means that the contractor must have carried out:
— major interdisciplinary projects including demanding concrete works and comprehensive rock preparation in the form of, among other things, careful extraction of rock and injection works,
— major interdisciplinary project with demanding safety measures as regards SHA (safety, health and working environment),
— projects with particular focus on environmental considerations during the execution phase.
Requirement: competence.
— Contractors must have competence equivalent to central certification as the responsible contractor in development class 3 in the relevant certification area,
— Contractors are required to have very good competence to fulfil the assignment.
Very good competence means that contractors must have the ability to manage and carry out a major interdisciplinary project including managing own resources and sub suppliers, so that they adhere to and work in the company’s system for quality assurance, HSE (cf the internal control regulations), SHA (cf. the builders’ regulations) and the specific requirements for the project.

Contractors must have special competence in massive concrete constructions and proportioning concrete what requires special measures as regards heat development of the concrete.
— The site manager who shall manage the works must, at a minimum, have “Bachelor in engineering/exam from an engineering university college as a construction engineer or equivalent education, with relevant subject”.
The site manager shall have a “minimum of 50 months relevant practice, cf. the dam safety regulations §3-8, second paragraph.
Requirement: environment control routines.
The assignment requires that contractors have routines and systems which ensure a low impact on the environment when carrying out the works.
Quality assurance requirements.
The assignment requires that contractors have systems for quality assurance and an efficient flow of goods.
SHA and HSE requirements.
The assignments requires that contractors have systems for taking care of SHA and HSE when carrying out the assignment, including a suitable system for deviations connected to SHA and HSE.
