New dam Svartavatnet - Construction management

Bergen municipality, henceforth referred to as the Awarding Authority, shall construct a new dam at Svartavatnet at Gullfjellet. The dam shall be executed as a buttress dam with maximum height of approx. 35 m and crest of the dam length of approx. 100 m. The dam works will include constructional engineering contract:
Excavation works; approx. 5 000 m3, blasting works; approx. 3 000 m2, formworks; approx. 13 500 m2, reinforcement approx. 500 000 kgs and concrete; approx. 2 500 m3.
Screens, pipes and valves with accompanying equipment for tapping through the dam.
Electro/automation contract:
Light and control systems in the dam.
This procurement includes local construction management during the expected 2 years contract period. Estimated start of works is medio April 2012.

Service providers who shall carry out works in Norway must meet the requirements for health, environment and safety given by the Awarding Authorities at all times.

The service provider must have sufficient economic and financial capacity to meet the contractual obligations.

Teknisk og faglig kapasitet:

Requirement: Implementation ability - personell.

It is required that the service provider has good ability to carry out the assignment in accordance with the Awarding Authority’s requirements.

It is therefore required that the service provider ha commit to have sufficient capacity to implement the assignment.

The service provider must oblige to have minimum 2 qualified employees who are constantly present at the construction site (the Awarding Authority’s local office) in minimum 2 years.

Requirements from corresponding assignments.

It is required that the service provider has very good experience (following up/ construction management) from corresponding assignments. Very good experience is defined as service providers with experience from following up/construction management of:

— Major interdisciplinary projects which i.a. includes demanding concrete works and extensive rock preparation works such as careful extraction from rock and injection works.

— Major interdisciplinary projects with demanding safety measures in relation to safety, health and environment issues.

— Project with particular focus on environmental consideration during the implementation stage.

Requirement: Requirements regarding competence.

— The service provider must have good competence in executing independent control of implementation of dam structural works, compare point 1.3.

— The service provider must offer personnel/construction manager with minimum Bachelor degree in engineering subjects/degree from a University College of Engineering as civil engineer or equivalent education with relevant fields.

The construction manager must also have minimum 50 months of relevant work experience “Compare the Dam regulations §§3-8 and 3-9. The Awarding Authority will award the contract to the service provider who in total has submitted the financial most advantageous tender.

The Awarding Authority will i.a. emphasise that the proposed personnel’s (ie.the construction manager’s) has competence above the minimum requirements stated in the qualification requirements.

This means that requirements in relation to competence of the proposed personnel will be both a qualification requirement (which involves a minimum requirement for competence) as well as award criteria (of which the competence beyond the minimum requirements will be evaluated/considered). Requirements in relation to quality control.

It is required that the service provider has systems for quality control.
