Management system (OpenRepository-system) for digital depot

The assignment consists of developing or adapting a management system for OAIS structured archival packages in a digital depot which fulfil the DIAS project’s requirements for such a system, cf. annex 1: “Specifications for the management system for DIAS archival packages”, part 1. An English translation of the specifications part 1 is attached as annex 2. A short presentation of the DIAS project and the structure in DIAS archival packages is attached as annex 3.
It is assumed that the assignment can be carried out by developing additional functionality for an existing open source code based Repository system – to the degree such additions are necessary for fulfilling the DIAS requirements in annex 1. A system which fulfils the DIAS requirements can however also be developed from scratch without adding to an existing OpenRepository system. Both the basic system and additional software which is developed specifically for DIAS shall be licenced as GNU General Public Licence version 2 or later in order to be re-used by others and in order to ensure access to software additions which are developed by others at a later date.
Specified requirements:
1.1 Development work requirements.
a) The management system, including the development of necessary additional software shall fulfil requirements 1-17 in the specifications part 1, cf. annex 1. A systematic overview shall be given of which of these points are fulfilled by the basic system and a description shall be given of which additional functionality is offered as points which require programme development. A total price offer shall be given for the development work in points 1-17 and the estimated delivery date (length in weeks) shall be given.
b) As an option a tender can be given in an equivalent way for the necessary software to fulfil the requirements for storage administration in points 18-26 in the specifications part 1. A separate, total price offer and an estimate of the delivery date shall be given for the development work in points 18-26. The options will be emphasized as stated in the award criteria when they are included in the tender.
c) As an option specific for use for the National Archives of Norway, a tender is wanted for the development of a sluicing system for administrating the transfer of data between physically separated zones, cf. the description in annex 4. A separate price offer shall be given for this development work with an estimated delivery date. The option will be emphasized as stated in the award criteria when it is included in the tender.
1.2 Requirements for other services.
d) The service provider shall be able to offer a contract for maintenance of the management system including the developed additional software. A tender shall be given for a central maintenance contract with the National Archives of Norway for a time perspective of 4 years. In addition to the National Archives of Norway, Norwegian municipal archive depots will be able to use the system. In the long term the number of Norwegian user institutions is estimated to be between 20 and 50. The remaining Norwegian user institutions shall be able to enter into separate maintenance contracts by making call-offs on the central contract with the National Archives of Norway.
e) The service provider shall be able to offer a framework agreement for the further development of the system on an assignment basis, typically upon a need for adjustments to or additions in DIAS xml schemas and process descriptions. Call-offs on this framework agreement shall be able to be made both centrally by the National Archives of Norway and by each individual user.
f) An offer for an annual price for the central maintenance contract shall be given as well as an annual price for a local maintenance contract which builds on call-offs from the central contract. The tender shall specify the calculation methodology which is used for fixing the annual price.
