Helicopter Services - Service Agreement Svalbard

Governor of Svalbard represented by the Ministry of Justice and the Police / NAWSARH-project

The relevant service is the service of providing and maintaining the necessary helicopters and supplying operational resources (including pilots), to execute search and rescue operations, air ambulance operations, and other assignments for the Governor’s office under the established concept at Svalbard of “multi-purpose use” of the Governors helicopter resources, including other public assignments. The helicopter can also be let to private organisations.
The EEA Agreement is not applicable for Svalbard and the Public Procurement Act of 16.7.1999 nr 69 is not implemented on Svalbard. However, the Authority has nevertheless chosen to follow the principles set out in the Norwegian Public Procurement Act. The Public Procurement Regulation does not apply.

Egnethet til å utøve yrkesvirksomheten:

(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

A description of the Candidates organizational resources, including access to technical and operational facilities and measures, used by the Candidate for ensuring quality with particular emphasis on delivery of SAR services.

The Candidate shall have an economic and financial standing that makes it suitable as a supplier of the Services.

The Candidate shall describe the quality assurance systems used by the Candidate in general for its business activities. Describe how this is implemented and provide documentation to prove that the quality assurance system is actually applied.
Document any third party certification.
The Candidate shall provide an overview of the educational and professional qualifications of the Candidate’s personnel including those of the undertaking's managerial staff. The Candidate shall provide a statement of the average annual manpower of the Candidate and the number of managerial staff for the last 3 years.

The Candidate shall provide a plan for how the Candidate shall obtain the necessary personnel to establish the organisation that shall provide the Service.
Please provide details of staff turnover for the last three years, in terms of percentage of staff employed. Also included shall be the turnover of employees at the business manager level for the same period of time.
Significant changes in respect of key management or specialist staff must also be identified.
The Candidate shall provide a list of the main services provided in the past three years (public and/or private). For more information, see the Information Memorandum.

The Candidate shall for all other approvals provide a certified copy of the certificate(s) of the country (-ies) where the Candidate holds such certificate (-s).

A description of the environmental management measures that the Candidate applies. Describe the environment management systems that are used by the Candidate throughout the entire business. Describe how this is implemented.
Minste nivå(er) av standarder:
The Candidate shall have a well functioning Quality Assurance system.
The Candidate shall have sufficient number of resources (personnel/staff) with professional skills and expertise to establish and manage a project organisation able to perform the Service throughout the contract period.
The Candidate shall have stability of personnel.
The Candidate shall have sufficient experience from relevant operations regarding SAR helicopter services, in similar topographic and climatic conditions, i.e. over sea and land and in arctic/ antarctic- year-round adverse weather conditions.
The Candidate shall hold a valid Norwegian Air Operator Certificate (AOC) for the type of services he is performing, and have access to a certified maintenance organisation (EASA Part 145).
The Candidate shall hold a valid license (irrespectively of country) in accordance with JAR/EASA regulations to carry passengers and goods in “non regulated commercial air transport”.
The Candidate shall hold a valid approval (irrespectively of country) to conduct other types of operations (SAR and IFR) in accordance with JAR/EASA/National regulations.
The Candidate shall not have been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct.
The Candidate shall be able to apply sufficient environmental management measures.
