The society wills emphasis on the railway and the Norwegian National Rail Administration’s, henceforth referred to as the Awarding Authority, and the development activities are therefore increasing. The Awarding Authority will require information advisors and neighbour contacts for working with communication assignments in relation to the general planning and coordination of development measures, as well as keep extensive contact with involved neighbours or institutions.

The Awarding Authority is facing new and exciting assignments in relation to planning and development of a number of major and minor investment projects. The Awarding Authority wishes to enter into parallel framework agreements with 3-10 tenderers for hiring of human resources in connection with Information assignments and neighbour contact. The framework agreement period is 2 years with option for 1+1 year(s) prolongation.
The procurement process shall be carried out as a two stage procedure, procurement with negotiations. The qualified tenderer will receive the tender documents.
The qualification for participation in the tender contest shall be carried out by submitting the information requested in the tender notice, as well as the requirements given in the attached qualification documents.
Main assignments:
Information consulting in connection with detailed statement, engineering design and construction, including but not limited to:
— planning and implementation of various communication measures in accordance with approved goals and strategies,
— communication assistance and consultancy for the project management,
— prepare and contribute to internal information flood and communication in the project and project organisations,
— work as the Awarding Authority’s contact person towards construction site neighbours and other involved parties,
— be consultant in connection with media contact.
The Awarding Authority is in process of publishing several tender contests where the objective is to enter into framework agreements for hiring of human resources for various fields.
During November 2011, the Awarding Authority will publish parallel framework agreements for hiring of human recourses. The following contracts will be published: Information and neighbour contact, Environmental works, Land acquisition, Safety, health and work environment works and quality assurance works. During December 2011/January 2012, the Awarding Authority will publish parallel framework agreements for hiring of human recourses to: Project management, engineering design management, construction management.
