Framework agreement, hiring of human resources for environmental works.
The Awarding Authority is facing new and exciting assignments with increased focus from the society and will require environmental consultants for carrying out assignment related to the general planning and coordination of the Awarding Authority’s environmental work. The Awarding Authority wishes to enter into parallel framework agreements with 3-10 tenderers for hiring of human resources for environmental consultancy. The framework agreement period is 2 years with option for 1+1 year(s) prolongation.
The procurement process shall be carried out as a two stage procedure, procurement with negotiations. The qualified tenderer will receive the tender documents. The qualification for participation in the tender contest shall be carried out by submitting the information requested in the tender notice, as well as the requirements given in the attached qualification documents.
Main assignments:
Environmental consultancy included but not limited to:
— consultancy services in relation to environmental issues in impact assessments,
— preparation of environmental follow-up programme and environmental risk analyses,
— follow up contracts with consultants engaged in surveillance of environment,
— follow up requirements from the authority and implement external and internal terms in relation to actions and requirements in plans, engineering design and for contracts with consultants and contractors,
— implementation of necessary surveys related to environment and cultural monuments,
— keep contact with the authorities in order to verify how the facility can be executed simultaneously with keeping marginal values for environmental disadvantages,
— description of measures which must be implemented in order to safeguard this,
— preparation of environmental following-up programme for the construction stage,
— establish routines for control, follow-up and reports,
— verify that requirements in relation to environment at construction sites are kept,
— report use of resources and incidents during the construction stage,
— implement necessary surveys, inspections,
— assist the construction management in environmental professional questions and answers to involved neighbours and authorities.
The Awarding Authority is in process of publishing several tender contests where the objective is to enter into framework agreements for hiring of human resources for various fields.
During November 2011, the Awarding Authority will publish parallel framework agreements for hiring of human recourses. The following contracts will be published: Information and neighbour contact, Environmental works, Land acquisition, Safety, health and work environment works and quality assurance works. During December 2011/January 2012, the Awarding Authority will publish parallel framework agreements for hiring of human recourses to: Project management, engineering design management, construction management.
