Framework agreement signalling services.
Planning, engineering design and construction.
Jernbaneverket Utbygging og Signaltjenester requests parallel framework agreements with 3-5 suppliers for signalling services. If appropriate, the framework agreements may be divided into 2 sets of parallel framework agreements for the 2 main areas as specified below.
The framework agreements are for 2 years with an option of a 1+1 year prolongation.
The agreements are for 2 main areas:
1. Hire of signal resources where these resources are expected to perform services as a part of the award authority’s organisation, including support for:
— Investigation and planning,
— Engineering design,
— Project and engineering design management within signalling services,
— Construction management signalling services,
— Final inspection (F).
2. Procurement of assignments where these resources are expected to perform services as a part of the award authority’s organisation, including support for:
— Investigation and planning,
—— Concept selection reviews,
—— Main plans,
—— Part reviews in connection with selection of solution,
—— Further work in connection with plans and investigations,
— Engineering design of signalling installations,
—— Engineering design of relay based signalling plants.
Of various types.
—— Engineering design in connection with software based system,
—— Engineering design of FATC and DATC, including crossing barriers,
—— Engineering design of remote controlled and local manoeuvre units,
—— Further engineering design assignments,
— Construction of signalling installations,
—— Product planning,
—— Assembly,
—— Installation,
—— Final inspection.
For both main areas close co-operation is necessary between the supplier and award authority, where the selected consultant must commit to contribute towards the development of RAMS based work methodology with basis in award authority’s processes.
Award authority will place importance on good knowledge of award authority’s signalling plant and related systems.
To participate in the contest suppliers must reply to, and submit the questions in qualification document and qualification matrix, in accordance with the qualification document.
