The Norwegian Defence Estates Agency, henceforth referred to as the Awarding Authority, has approx. 1 550 employees who administer and manage buildings of a total area of approx. 4 000 000 m2. The buildings are situated all over Norway. In order to support this activity, systems are implemented which cover finances, salaries and human resources, properties information, project management, adminstration, operation and maintenance, CAD (computer aided design), GIS (geographic information system), archive, office administration, etc.
The objective of this tender contest is to enter into a framework agreement with one supplier who can support the Awarding Authority’s requirements for the Awarding Authority’s existing and new CAD software. The framework agreement shall cover services such as delivery of software licences, co-ordination of licences, maintenance agreements, support as well as courses and training.
The Awarding Authority wishes primarily to enter into a contract with one supplier with high professional competence in utilisation of the CAD products the Awarding Authority uses and can take care of all services which shall be covered through this framework agreement.

— Self-declaration in accordance with the Public Procurement Regulations’ annex 2 regarding Ethical Trade (National requirement) shall be presented.

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures;
(2) Presentation of the company’s annual accounts, or extracts thereof;
(3) Statement of the company’s turnover, of relevance to this contract, for previous years;
(4) Other documentation required (please state below).
— The supplier shall be worthy of credit and present a credit appraisal not older than 6 months from the deadline for receipt of tenders. The appraisal shall be issued by a dependent participant who in general provides credit appraisal of companies. The result of the credit appraisal shall be presented as a graded rating (letters or figures) against a defined scale.

(2) A statement of the quality assurance/quality control system operated by the company;

Andre særlige vilkår:
It is a condition that the consultants who shall work in the Awarding Authority’s premises can be given security clearance.
Basically most of foreign citizens will not be given security clearance in Norway and if contract is entered into with a supplier who have personnel which is not able to be security cleared, the contract will most likely be cancelled.
