EØS 021-2011 recipient survey of the fjord areas around Bergen

The aim of this assignment to carry out a recipient survey of the fjord areas around Bergen. The surveys shall secure regular surveillance of the water sources that are affected by drain discharge, as well as contributing to whether the recipient, Grimstadfjorden, can be registered as a sensitive, normal or less sensitive area.
A joint survey programme has been set up for Lindås, Meland, Askøy, Fjell, Sund, Os and Bergen municipalities. The programme is planned as a 5 year assignment commencing in 2011, based on prior surveys carried out by the municipalities. The surveys shall be carried out in accordance with Klif's guide "Resipientundersøkelser i fjorder og kystvann TA-1890-2005" and the programme available for the survey.

Vilkår for deltakelse

(3) Company tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Requirement for tenderer's solidity:

The tenderer must have good economic and financial strength as regards the company in general and as regards this procurement's character. 2 of the following criteria are to be satisfactory: liquidity, profitability and solidity in accordance with Proff Forvalt's rating.

Documentation:

Award authority will obtain the above information via Proff Forvalt credit information company. It is thus not necessary to provide this information. (All companies which send their accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt). If the above mentioned information is not available at the mentioned credit information company, a rating-report is to be enclosed from a credit rating company (Dun & Bradstreet, Lindorff Decision, Creditinform or similar).

Teknisk og faglig kapasitet:

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);

(2) A statement of the quality assurance/quality control system operated by the company;

(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts);

Relevant sub-contractors must meet some qualification requirements - see the tender documents for further information.

Minste nivå(er) av standarder:

— Requirement: experience from equivalent assignments.

It is required that the supplier has adequate experience from corresponding assignments.

The supplier must fill in annex 3 reference form regarding the principal, relevant deliveries carried out the previous 3 years, including extent (number of man-labour months), values, dates and awarding authorities or recipients.

— Safeguarding the external environment.

The assignment requires routines and systems which ensure low environmental impact in connection with implementation of the assignment.

Documentation shall be given in one of the following ways:

1. Description of the company’s routines and systems in regards to relevant sample collection activities.

Description of the company's routines and systems in connection with water sampling.

2. If the routines are described in the company's quality or environment management system in accordance with ISO 14001 or equivalent third party verified system, the valid certificate as well as a copy of the relevant routines shall be enclosed.

— Requirement for quality control - in general.

The assignment requires suppliers with quality management system.

Documentation; quality control (shall be given in one of the following ways):

1. Description of the company's routines for quality control, with an emphasis on quality assurance, resource control, management's responsibility, processing and continual analysis and improvements.

2. If the contractor has an ISO 9001:2000 certificate this can be enclosed.

— Requirement - accreditation for field and analysis work.

The assignment requires companies with accreditation for field and analysis work, or companies that have the equivalent quality assurance system for field and analysis work approved by a qualified neutral body, see Forurensningsforskriftens (Pollution regulations) § 14-9.

Documentation: description of the company’s routines and systems for field and analysis work, and documentation of approval from qualified neutral body.
