EØS 001-2011 Digitalization of the property archive
Os kommune (Hordaland)
Os municipality, henceforth referred to as the Awarding Authority, has a strategic goal to become a digital municipality with improved services and quality of the services - a municipality of which the inhabitants experience as modern, more efficient and available - 24/7.
The Awarding Authority requests tenders for digitalization of the historical property archives in such a way that all documents after approx. year 1900 can be electronically retrieved.
The selected service provider shall have overall responsibility for the assignment, i.e. all assignments related to the process until the archive is complete electronically filed and made available through a web-based interface.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Approximately arrears-free payment of taxes and VAT is required.
It is required that the tenderer has a legally established company.
The tenderer shall have an efficient HSE system.
Credit appraisal/rating A or better from Dun & Bradstreet or equivalent rating from another publicly approved credit rating agency. The appraisal shall be based on the most recent known accounting figures and shall not be older than 1 year.
Minste nivå(er) av standarder:
The service provider shall have sufficient financial capacity to carry out the assignment/meet the contractual obligations.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(3) A statement of the quality assurance/quality control system operated by the company.
(4) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).
The tenderer must have very good ability to carry out the assignment in accordance with the Awarding Authority’s requirements in relation to quality, implementation and completion.
It is therefore required that the tenderer has carried out corresponding assignments previously and can substantiate substantial technical and professional qualifications.
Furthermore, the tenderer shall have sufficient capacity to carry out an assignment of this extent and complexity. A good and efficient quality assurance system for the requested services is required.
