Engineering design group-establish. of environmental technical infrastructure for Grønmo waste site

In accordance with Oslo City Council decision no 444/04, the waste disposal site situated at Grønmo is decided discontinued and the County Governor required that the disposal of waste should determined from July 2009.
In correspondence dated 17.12.200 and 6.5.2010 the County Governor in Oslo and Akershus have made requirements regarding termination and post-operation of the waste site.
The waste site will be in a completion phase for the period from 16.7.2004 and until the County Governor’s approval of the final work.
The purpose of the completion phase is to complete the waste disposal site in a good way in order to avoid unnecessary infiltration of the surface water in the waste disposal site, avoid leakage of contaminated substances to the surroundings, reduce gas emission from the waste disposal site and organise a high quality decomposition of the waste.
This shall be implemented by i.a.:
— carry out measures which improve the purification efficiency of the local treatment plant,
— strive at continuous improvement of the water quality in the recipient,
— prepare measures for lower the seepage water level in the waste disposal site areas,
— prepare measures for upgrading the gas plants in all waste disposal site areas,
— prevent surface water to penetrate the waste disposal site by establish a top cover with leakproof dams and waterways (streams and surface trenches).
A report on the state of the environment has been prepared for Oslo municipality, Agency for Waste Management, henceforth referred to as the Awarding Authority. This report includes all possible environmental disadvantages caused by the waste disposal site during the termination and post-operation phases, including the seepage water plant, the outlet plant for landfill gas, odour nuisance, the surface water system and possibly influences on subsoil water and nearby recipients.
Based on the conclusions that are made and requirements from the County Governor, a measure plan with proposals for improvements/further works, shall be implemented during the termination phase.
The Awarding Authority requests interdisciplinary and complete engineering design by:
— draft project,
— preliminary project,
— detailed project,
— preparation of working documents,
— following up during the construction period.
The service provider shall also provide assistance in connection with establishment of operation routines and administration, operation and maintenance based on guidelines and assumptions given by the Awarding Authority.
