Assessment of the LOS project

The Ministry of Children, Equality and Social Inclusion, henceforth referred to as the Awarding Authority, invites to an open tender contest in connection with a research assignment for assessment of the LOS project.
The LOS project is a 3 year project which shall be implemented in selected Norwegian municipalities. The target group for the LOS project is juveniles/young people in the age from 14 to 23 years with compound requirements and who are in risk of falling outside school and work. Through the LOS project the juveniles/young people will have one person to relate to – a “pilot” – who will ensure close follow-up and ensure that the juveniles/young people in a better way are able to turn to account of offers provided by the schools or by other services.
The Awarding Authority wishes to implement a research project in order to assess and evaluate methods and results in the LOS project. The assessment of the LOS project must include evaluations of methods and results on individual level, system level and society level. Compare the LOS project’s objectives.
The assessment must be viewed in connection with and contribute to supplement other relevant research work made on marginalized youth and marginalization processes. The Awarding Authority requests that the requested services are initiated as soon as possible during summer 2011. Final report from the project shall be presented the Awarding Authority within 1. June 2014, in accordance with agreed-upon progress plan.
