1-UDE-2011 Framework agreement for production of school passes

Due to the implementation of school passes for pupils in Oslo schools, a framework agreement is needed with a service provider who can produce and distribute school passes. The school pass has a precise and fixed layout, which is in accordance with the Education Department’s profile, but the service provider must offer additional functions which schools can order.
The framework agreement shall consist of the production and distribution of school passes and security discs to pupils in secondary schools and sixth form colleges. The main production of the cards will occur at the start of the school year, but the security discs will be sent out before the start of the school year. There will be an annual need of approx. 10 000 new cards plus any follow-up orders due to lost cards.
In addition to the production of school passes and discs, there can be a need for the production of other types of identification for, for example, employees. The awarding authority can also use this contract for ordering these cards.

Requirements for the tenderer’s organisational and legal position,
— the service provider shall be a legally established company,
— the service provider shall have his tax and VAT payments in order.
Økonomisk og finansiell stilling:
Credit rating, not older than 1 year, with key figures and a rating from a certified credit rating company. The rating shall be based on the last known accounting figures with a statement of how the credit rating has developed in the last 3 years.
Minste nivå(er) av standarder: Good financial strength is required to serve the framework agreement.
Teknisk og faglig kapasitet:
Overview of the service provider’s 3 most important contracts in the last 2 years, including their value, date and recipient/awarding authority.
Account of the company’s quality assurance system.

Good experience from equivalent assignments is required.
A good and well functioning quality assurance system is required.
