The awarding authority shall enter into a framework agreement for electronic monitoring unit.
The electronic monitoring unit should have 3 functions:
— mobile monitoring unit, corresponding to an established system for mobile monitoring units,
— area alarm: alerts the police if an offender breaches a restraining order associated with a specific area,
— proximity alarm: alerts the vulnerable party if the offender is in the vicinity.
