An agreement shall be entered into that ensures winter preparedness for accessibility and traffic safety on municipal main roads in Bærum municipality. There is a need for round-the-clock emergency preparedness during the winter season each year for:

- snow clearing, milling and gritting at 4 areas,
- salting and snow clearing at 2 areas,
- road graving for all areas (2 teams):
- various operational tasks for all areas (hourly work), such as:
- hourly based snow clearing, milling and gritting,
- snow collection work
- transport of gritting materials to an from silos,
- discharge of surface water and melt water to drains and streams,
- melting of culverts,
- pruning trees and twigs that prevent accessibility and road safety,
- removing earth, rock and avalanches, etc. from the road.
- placing and retrieving snow ploughing sticks.
The stand-by period for snow clearing, milling and gritting (point 1), and road grading (point 3) is each winter season from and including 15.10 until and including 15.04. The stand-by period for salting and associated snow clearing (point 2) and associated operational tasks (point 4) is from and including 01.10 until and including 30.04.

Beskrivelse av fornyelser:
The contract will last from and including 01.10.2023 until and including 30.09.2028, which means 5 years and 5 winter seasons. Option for 1 year extension (1 additional winter season) from and including 30.09.2029. The maximum contract period, including years of option, is 6 winter seasons over a 6 year period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1 - Taxes and duties
Tenderers must have their tax and VAT payments in order in the country where they are established. Documentation requirement:
Tax and VAT certificates
The certificate can be downloaded from Altinn.no.
The certificate must not be older than 6 months from the tender deadline.
Norwegian tenderers who are not subject to VAT must present confirmation of this from the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2: Registration in a trade register or company register
Documentation requirement:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Norwegian companies: Company registration certificate
Foreign companies: Documentation that the company is registered in a trade index or company register as mandated by the legislation in the country in which the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3 - Economy
Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.
Documentation requirement:
Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company with score A (credit worthy) or equivalent or better. The report must be based on the last known fiscal figures. The date must be clearly stated.
Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included in the tender.

Requirement 5 - Experience
Good experience is required from equivalent assignments.
List of the most important deliveries or services performed in the past three years, including information on the value, dates, and the name of the public or private recipients, with contact information for any references.
Requirement 6 – Quality management system
A good and well-functioning quality management system is required for the requested services The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Requirement 7 – Environmental management system:
Systems and procedures are required that ensure low environmental impact when performing the delivery.
The environmental management system must, amongst other things ensure continual improvement of:
the organisation’s competence in environment and safety
the climate impact of the service.

An account of the tenderer´s environmental management system.
