Winter maintenance operations on municipal roads and spaces in Sel municipality for the period autumn 2023 - spring 2028

Sel kommune

The aim of the procurement is to cover the need for winter operations on municipal roads and spaces in Sel municipality during the period from 01 October 2023 until and including 30 April 2028. The municipal roads and squares are divided into 13 areas, where one of the areas are included as an option. The work mainly consists of emergency preparedness, ploughing with associated clearing and spreading. The contracting authority needs, to a limited extent, assistance in clearing work after scraping the ice off the roads with a road scraper. This work sahll be carried out as a work based on a cost-plus basis. Each contract shall have a duration of one year (one autumn and spring season) with an option for an extension for 1+1+1 +1 year, to a total of less than 5 years (equivalent to 5 snow clearing seasons).

The coantracts will be effective from 01.10.2023, and the contract can be extended until and including 30.04.2028.

Requirement:

Implementation ability requirements - vehicles and equipment

The tenderer must have at its disposal adequate vehicles and equipment to fulfil the contractual obligations for the area(s) subject to tender.

The qualification requirement does not include back-up equipment in the event of a breakdown. Available back-up equipment and machinery will be clarified in connection with the initiation of the contract.

The equipment and machinery must be suitable for the intended use.

We emphasise that it is not a requirement that the tenderer have all of the equipment mentioned at disposal, if the equipment is considered as unnecessary for the execution of the work on the area(s) for which tenders are submitted.

Tenderers must not have all the equipment at their disposal by the tender deadline. However, a plan must be presented showing how the necessary equipment to manage the tendered areas will be obtained so that the equipment is ready by the start of the season or the period.

Documentation requirement:

Overview of what equipment must be available, for example:

• Tractor/wheeled loader

• Snow clearing equipment

• Any vehicles available for snow transport and snow clearing work

• Gritting equipment

Annex 5 is to be completed and attached to the submitted tender. Use the free text field to explain if necessary.

NOTE: If the tenderer plans to use equipment from a subcontractor from the date of initiation of the contract, for handling one or more areas for which tenders are submitted, a Declaration of commitment signed by the subcontractor verifying that the tenderer has access to the equipment must be presented. The subcontractor must also complete its own ESPD in the Tender Management System (KGV).
