Hadsel municipality dep. technical operations, also named as the contracting authority, is responsible for the operation and maintenance of the municipal road network in Hadsel municipality. Hadsel municipality invites tenderers to an open tender contest for a framework agreement for the procurement of winter maintenance services for selected areas. Winter maintenance is in this connection considered to be snow clearing/planing, clearing and gritting. A contract will be signed for each individual lot. It is for one tenderer possible to submit a price offer on one or several routes. Tenderers who have submitted tender offers on several routes can in principle win tender offers on one area and lose to others. If a tenderer submits tender offers on several routes, a prioritisation between the routes must be presented in the tender offer.

The tender concerns pricing of snow clearing and gritting on municipal roads, foot and cycle paths and car parks, as well as clearing at municipal buildings. Hadsel municipality has 12 areas that require snow clearing and gritting in the winter season. List of each area: See Annex 2 - Information and overview of the snow clearing areas. The contracts will be valid from autumn 2026 until the spring of 2029, with an option for a 1 year + 1 year extension. The winter season is defined as from 1 November to 15 April each year. The option will be triggered automatically. If the contracting authority does not wish to trigger the option, written notification shall be given at least three months before the winter season starts.

The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR-2016-08-12-974 parts I and part III, as well as the rules in this tender documentation.
