Background Harstad municipality needs to ensure stable, safe and reliable winter maintenance of municipal roads and associated facilities in the winter seasons from 2026 onwards. The procurement shall contribute to good accessibility for inhabitants, commercial traffic, public transport, turn-out vehicles and other road users, as well as reduce the risk of accidents and operational disturbances due to snow and ice conditions. Harstad municipality needs contractors with sufficient capacity, local knowledge and stand-by to carry out winter maintenance in defined snow clearing areas in order to safeguard the municipality's operational responsibilities throughout the winter months. The procurement shall ensure predictable deliveries and an appropriate organisation of winter operations in the relevant areas. The municipality would therefore like to enter into contracts for winter maintenance on further specified routes, where tenderers shall be able to provide a complete service in accordance with the tender documentation, route maps and contract terms. Description of the assignment The procurement is for winter maintenance in Harstad municipality, including snow clearing, snow clearing, gritting, delivery of sand as well as set-up, supplementing and taking down snow stakes. Winter maintenance work is also included in the tender documentation and the contract terms. The assignment is for municipal snow clearing areas comprising municipal roads and any associated installations in accordance with the area map. Tenderers shall thoroughly familiarise themselves with each area and be able to offer a complete service for the routes a tender is submitted for. The procurement is divided into 6 lots and tenders can be submitted for one or several of these: Lot 09 Medkila – Kanebogen – Åsby – Stangnes Lot 11 Harstadbotn – Seljestad – Gangsås – Grønnbakkan Lot 16 Ervik – Stornes – Elveneshaugen Lot 21 Lundenes – Fenes Area 22 Grøtavær – Verification company Rode Kjøtta The contract period is 4 years with the planned start up autumn 2026. In addition there will be an option for an extension for 1+1 year, so that the total possible contract length is up to 6 years. The options involve a unilateral right for Harstad municipality to extend the contract on verbatim terms. If the contractor has not been notified otherwise by 1 June in the relevant contract or option year, the option will automatically continue in accordance with the contract terms.

Hurtigprosedyre:
The contracting authority uses a tender deadline of 15 days pursuant to the procurement regulations § 20-2 third paragraph. The original tender contest has been cancelled after it was revealed that the qualification requirement for economic and financial capacity gave a significantly more competitive result than expected. The consequence was that there was no longer sufficient tender documentation to secure competition for the contract. The contracting authority has therefore found it necessary to re-announce the competition with adjusted qualification requirements to ensure real competition and equal treatment of the tenderers. The procurement concerns winter operations and snow clearing on municipal roads. The service is of significant importance for traffic safety, accessibility for inhabitants, school transport, public transport, home services, stand-by functions and emergency services ́ access to the municipality ́s road network. The contract must be established and operative before the coming winter season. After the cancellation there is a considerable time pressure to implement a new competition and enter into contract before the need for winter maintenance occurs. If the regular tender deadline is used, there is a real risk that a contract cannot be signed and implemented in time before the winter stand-by must be in place. The contracting authority therefore considers that there is an urgent case that makes it impossible to comply with the regular tender deadline, and that a tender deadline of 15 days at the same time gives the market sufficient time to prepare the tender. The competition concerns a service that is well known in the market, the contract terms are unchanged from the previously announced competition and potential tenderers are already familiar with the procurement. Based on this, the contracting authority deems the terms to use a shortened tender deadline of 15 days as fulfilled.
