Oslo Municipality c/o Oslobygg KF, hereinafter referred to as the contracting authority, invites tenderers to an open tender contest in connection with the procurement of the turnkey contract New Haukåsen school and nursery.
A new building will be constructed for Haukåsen School on the site of Stig School, Garver Ytteborgs vei 145, 0977 Oslo. Haukåsen School is a city-wide special school for students with multiple disabilities and complex learning challenges.
The new building has a gross floor area of 12,218 m2. It contains space for the school, as well as a nursery school for children with multiple disabilities. A therapy pool is included in the building.

Requirement: Tenderers must be a legally established company.
Documentation: • Norwegian companies: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: • Tenderers must have the financial capacity to carry out the assignment, including satisfactory turnover, earnings, liquidity and equity ratio.
Documentation: • The company's last three Annual Financial Statements including notes, the board's Annual Reports and Audit Reports, as well as recent information of relevance to the company's fiscal figures.

• Credit appraisal/rating, not older than 1 year, based on the last known fiscal figures.
The credit rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain a separate credit evaluation, if necessary.
Teknisk og faglig kapasitet:
Requirement: • Tenderers must have good expertise and experience from equivalent assignments.
Equivalent assignments means;
o Assignments of a similar nature, complexity and scope
o projects with high environmental requirements
o turnkey contracts
o swimming pools
Documentation: • Completed projects template, indicating the four most relevant building and construction works that the tenderer has carried out during the last five years*, together with certificates of satisfactory performance of the works.
• Overview of 1-3 swimming pool projects completed in the last five years, together with a certificate of satisfactory completion of the work.
*To ensure sufficient competition, documentation of work performed more than five years ago will also be accepted.
Requirement: • Sufficient capacity to carry out the assignment
Documentation: • A description (competence matrix) of the tenderer's average workforce and the number of employees in management in the last three years.
The competence matrix must specify employees' education and professional qualifications.
CVs should not be submitted for individuals under this requirement.
Requirement: Tenderers must have a satisfactory quality assurance system for the services that will be provided.
Documentation: • The tenderer's description of quality assurance measures, including procedures and checklists for the services provided in the contract.
Or
• Certificate for the company's quality assurance system issued by independent bodies that certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.
Requirement: Tenderers must have a satisfactory environmental management system for the services that will be provided.
Documentation: • A description of the environmental management measures, including procedures and checklists for the services offered in the contract covering the topics of waste and transport.
• A certificate for the tenderer's environmental management system or environmental management standards issued by independent bodies, for example, ISO 14001, Eco-Lighthouse, EMAS.
