The building must primarily be suitable for school purposes, but in addition, it will also be used by others in the local neighbourhood outside school hours. This is a building that many will use. The site will be an important arena for building identity, social relations, as well as cultural and physical activities. The school will have a capacity of 350 pupils and 65 employees. The procurement includes the demolition of the existing buildings as well as the construction of new buildings. See the tender documentation for further details.

K1. Company Registration Certificate. Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

K2. Tenderers must have sufficient economic and financial capacity to fulfil the contract. The following must be fulfilled: Tenderers must, in the latest 3 financial years, have had a minimum annual turnover of NOK 300 million excluding VAT a year.
K3. Tenderers must have sufficient economic and financial capacity to fulfil the contract. The following must be met: The tenderer must be creditworthy and at least achieve score 'AA' in the Contracting Authority's credit analysis tool Bisnode Risk Guardian Suite.

Teknisk og faglig kapasitet:
K4. Tenderers must have broad experience from comparable assignments, including an equivalent scope and complexity to this contract.
K5. Tenderers must have a sound quality assurance system in order to execute this contract.
K6. Tenderers must provide information on any sub-contractors, what assignments, and how much of the contract will be implemented by the sub-contractors. Tenderers will be responsible and fully liable for their offered sub-suppliers as if they were the tenderer's own personnel.

Other requirements:
A1. Tenderers must attach tax and VAT and payroll tax certificates. The requirement also applies to each sub-contractor or each of the cooperating enterprises that the Tenderer included in the Tender.
A2. Insurance Tenderers must at all times have insurance that is sufficient to cover claims from the contracting authority or third party as a result of the tenderer's responsibility or risk in accordance with the contract.
A3. Grimstad Municipality must, when selecting suppliers and manufacturers, use its influence within the limitations set in the current Norwegian legislation, international law and system of agreements, in order to contribute to products being manufactured in an ethically responsible way. For the procurement of wood in furniture, office fixtures and building materials that come from tropical timber, the Tenderer must declare that the delivered products in the contract are manufactured on the basis of the principles for sustainable development. When procuring products, the Tenderer must declare that the offered products, and the entire underlying value chain, do not include products that were manufactured contrary to the ILO's (International Labour Organisation) core convention:

e. Whitewashing money or financing terrorism
f. Child labour and other forms of human trade.
Futhermore there must be confirmation that the Tenderer has not have been found guilty for a punishable condition concerning professional conduct nor have been guilty in their profession of serious negligence of professional and ethical requirements in the branch in question.

A5. Tenderers must also verify that the Chair of the Board, board members, general manager, including senior key personnel, can provide valid confirmation from the Bankruptcy Register in Brønnøysund or from a corresponding register in the country in which the person is registered.

A6. Tenderers must have good routines for compliance with the contract's wages and working terms.
A7. The contracting authority requires that tenderers have a system for handling business waste in accordance with LOV-1981-03-13-6, the Act on protection from pollution and on waste (Pollution Act), cf. § 32, handling business waste. This handling must comply with FOR-2004-06-01-930, regulations on recycling and treating waste (the waste regulations).

A8. Tenderers must, at the latest by the time the contract is signed, be affiliated to a certified apprentice scheme, cf. LOV-1998-07-17-61, the law on primary and secondary schools and sixth form education (the Education Act), section 4-3 'Certification of a Teaching Company'. The certification body is the county.
