Turnkey contract for Fjære Primary School

Grimstad kommune

Grimstad Municipais would like to procure a turnkey contract for the construction of a new primary school with the accompanying wraparound care at Fjære. The school will have a capacity of 350 pupils and 65 employees. The building must primarily be suitable for school purposes, but in addition, it will also be used by others in the local neighbourhood outside school hours.
This is a building that many will use. The site will be an important arena for building identity, social relations, as well as cultural and physical activities.
The turnkey contractor will be responsible for, amongst other things, the engineering design services, demolition of the existing building, ground work, construction of the new school, and the operation and maintenance of the heating installations for five years after the hand over.
The contract work will start immediately after the contract has been signed. The hand over (final deadline) is scheduled for 01.12.2025 with a 24 month trial operation. Framework permission has been granted for the measure.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. In order to have sufficient capacity, the following must be fulfilled:
• Annual minimum turnover above NOK 280 million excluding VAT for each of the last three fiscal years.

Requirement:
1: Relevant experience is required
Tenderers must have experience as a turnkey contractor and have experience of work of a similar nature and level of difficulty to this contract.
2: Quality management system
Tenderers must have good routines for quality assurance
3: Environment management
Tenderers must have implemented a good system for environment management that is suitable to the character and nature of the procurement.
Experience of a similar nature and level of difficulty is in this context defined as construction assignments involving the engineering design and execution of school or teaching buildings with a similar or higher scope as this procurement.
Minste nivå(er) av standarder:
1: List with an overview and description of the tenderer's up to three most relevant assignments in the last 8 years (expanded from 5 years in order to ensure sufficient competition, cf. the PPR § 16-6 (1) b, second sentence).
The list/description must, as a minimum, contain:
• Name of customer/recipient
• Scope of the assignment
• Description of the company's role
• The assignment´s value
• Delivery dates
• A short description of the delivery, including the contract form.
It is the tenderer´s responsibility to document relevance through the description.
2: The documentation must be given in one of the following ways:
Alternative 1: Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: If a tenderer is certified in accordance with ISO 9001:2015 or equivalent standard, it is sufficient to present a copy of a valid certificate.
3: The documentation must be given in one of the following ways:
Alternative 1: A description of the environment management system that has been implemented in the company.
Alternative 2: If a tenderer is certified in accordance with ISO 14001:2015, EMAS, the Eco-lighthouse scheme or equivalent systems verified by a third party, it is sufficient to present a copy of a valid certificate thereof.
