Oslo kommune v/ Oslobygg KF

Bryn school needs more capacity and the school has a need for renovation. The capacity shall be increased from a 2.5 parallel school to a 3 parallel school. In addition there is a reception class and a special department within autism spectrum with 9 pupils. The current sports building and new construction shall be demolished. A new building is planned (the new building) and a new gymnasium, total approx. 7,000 m2 gross. The three listed buildings, the Main Building and the two villas, shall be renovated, total approx. 3,600 m2. The works also include various new infrastructure in the ground, a new transformer station as well as outdoor work including a noise reduction screen. The current school site is 11,811 m2. The plan area is located in Teisenveien 40 in the Alna district of Oslo municipality.

In this procurement, the environment is not weighted as an award criteria by 30%. There are strict minimum requirements for the environment in the tender documentation ́s annex, where environmental measures are described in the project specific technical requirement specifications and the environmental follow-up plan (MOP). This includes, among other things, requirements for: • Emission free construction site • Transport of emission free vehicles or vehicles on biogas. • Passive house for new buildings, as well as specific requirements for energy reduction for rehabilitated Buildings • Re-use of building materials Furthermore there are separate requirements for building waste minimisation, plastic reduction and reduction of mass transport in the environmental follow-up plan. From the requirement specification with annexes it is stated that areas are planned in an area efficient manner that is adapted to the contracting authority ́s needs. The total requirements are aimed directly at emissions and resource use in the implementation, and therefore provide greater and more secure climate and environmental effect than using the environment as the award criteria. The Public Procurement Regulations § 7-9 (4) will therefore be used. Although the exception in the procurement regulations § 7-9 (4) applies, the contracting authority has nevertheless chosen to set up an environment as the award criteria in this procurement. This is done in order to achieve further reductions of environmental and climate impact within what has been identified and assessed as suitable themes, see the award criteria below.

Requirements connected to the tenderer's economic and financial capacity.: Tenderers shall have sufficient financial capacity to carry out the assignment and have a turnover of minimum NOK 300 million on average during the last three financial years. Documentation requirements: The contracting authority will obtain a credit rating based on the last known accounting figures. The contracting authority reserves the right to obtain annual accounts or other documentation if this is necessary to evaluate the requirement. Tenderers can submit all documentation that they believe is relevant for assessing their financial capacity.

Requirements connected to the tenderer's technical and professional qualifications.: Tenderers shall have good competence and experience from sufficient relevant turnkey contract assignments. Tenderers must have experience with alterations/renovations of listed buildings. Documentation requirements: Description of up to five of the tenderer's most relevant contracts in the course of the last 5 years. In order to ensure the necessary competition, documentation of relevant building and construction works that the tenderer has carried out up until 10 years ago will also be considered. The description must include a statement of the contract ́s value, date, contract form, type of building, any listed status and the builder. It is the tenderer ́s responsibility to document relevance through the description. The contracting authority reserves the right to check the stated references.

be suitable for fulfilment of contract requirements for due diligence assessments for responsible businesses, cf. contract point B.5. This means that the tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as prevent environmental degradation and corruption. NB! The requirements go further than the Transparency Act. Documentation requirements: The tenderer ́s completed response form for due diligence assessments, the tender documentation ́s annex 3 - reply form - Due diligence assessments. The following documentation shall be enclosed with the reply form and it can be delivered in English: i.
