The aim of the procurement is to enter into contract(s) for transport services to Fonna Hospital Trust, Førde Hospital Trust, Bergen Hospital Trust, and Sykehusapoteka West. The contract is divided into 8 lots. The contracting authority would like to reserve lots contract 1-4 (see point 1.5 in the contest provisions) for entities whose main purpose is to integrate disabled persons or disadvantaged persons into working life, see the public procurement regulations § 16-9. The estimated total value of the contest is NOK 54,870,000 million excluding VAT. The contest has a combined estimated value of NOK 65,844,000. The stated scope is an estimate for information to tenderers, and is not binding for the future contract volume. See Annex 2 - Requirements Specification, Annex 1 - Price Sheet, and Annexes 4-9 for further details.

Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

Qualification requirement: This qualification requirement only applies for lots 5, 6, 7, and 8.
Tenderers must have sufficient economic and
financial capacity to execute
the contract.
Lots 5-7:
Economic and financial capacity means that the tenderer has profitable operations and a positive equity.
Lot 8:
Tenderers must have a credit rating
this equivalent to A (credit worthy) or better, measured on AAA Soliditet's scale, or an equivalent score from another reputable credit rating company.

This only applies for lots 5, 6, 7, and 8.
Lots 5-7:
Tenderers are asked to submit the last submitted Annual Financial Statement with notes including auditor's report.
Lot 8:
Documented by a credit rating not older than 6 months, based on the last known fiscal figures. The rating must be carried out by a credit rating institution.
We reserve the right to obtain a credit rating on our own initiative from a reputable rating company.
Newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such cases, this can be compensated by providing alternative documentation together with the tender.

Qualification Requirement:
Tenderers are required to have sufficient professional qualifications from equivalent assignments, related to the provision of such services and work.
This qualification requirement only applies for lots 1, 2, 3, and 4.
It is a requirement that the company's main objective is to integrate disabled or disadvantaged persons into working life. Minimum 30 % of the employees in the company must have a disability or be disadvantaged. (See the public procurement regulations § 16-9).

Tenderers must attach a list of the most important relevant deliveries and services performed in the last 3 years, including information on the value, date, and recipients. Certificates issued or verified by the contracting authority can be attached. See Annex 5 - the Reply Form References.

In addition a self-declaration worded as follows and signed by the manager must be attached.
'This is a declaration that [name of the company] is a company where minimum 30% of the involved employees are disabled or disadvantaged persons in working life, and the nature or scope of their handicap or situation means that the employees cannot undertake work on ordinary terms'.
