The estimated annual value for the contract is approx. NOK 1,300,000 excluding VAT. The maximum contract value for the contract is
NOK 6,500,000 excluding VAT. The stated scope is an estimate for information to tenderers, and is not binding for the future contract volume.
Out of the total scope, the estimated scope for thermography is approx. 70 % and third party checks approx. 30 %. The amounts are subject to variation from year to year, as the number of buildings that are to be thermograph each year will vary.

Beskrivelse av fornyelser:
The framework agreement period will be two (2) years from the start-up date. The contracting authority can extend the contract for one (1) year at a time for up to two (2) years. The maximum contract period is four (4) years (2+1+1).

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement 1: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation Requirement 1: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.
Qualification requirement 2: Companies must be registered in the Electrical Company Register for the 'Inspection of electrical installations belonging to others'.
Documentation requirement 2: Documented by presenting a copy of registration in the Electrical Company Register.
Økonomisk og finansiell stilling:
Qualification requirement 1: Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.
A credit rating of A or better, measured against the AAA Soliditets scale - or an equivalent score from another reputable rating company is required.
Qualification requirement 2: Tax and VAT certificate.

Documentation requirement 1: The contracting authority will evaluate the tenderer's compliance with the qualification requirements as follows:
- Credit rating, not older than six months, based on the last known accounting figures.
- Annual Financial Statements from the last two years. These must contain notes, the board's report and auditor's report.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with another document, including for example a parent company guarantee, bank guarantee, etc.

Documentation requirement 2: A tax and duty certificate must be attached to the tender, showing the status of payments for tax, advanced tax deduction, garnishments, employer contribution and VAT. Tenderers with business addresses in other EEA countries shall submit equivalent certificate(s). The certificates must not be older than six months, from the day the certificates are available for the contracting authority. The requirements regarding tax certificate(s) apply to all underlying sub-contractors.

Teknisk og faglig kapasitet:
Qualification requirement 1: Tenderers must be a certified inspection company in accordance with NEK 405-4 'Competence for Inspection Companies and Personnel' and must be certified to carry out inspections within 'Electro Thermography' and 'Electrical Inspections Commercial', cf. NEK 405-1 and NEK 405-3. The executing personnel must be certified in accordance with NEK 405-1 and 405-3.

Qualification requirement 2: Tenderers must have the capacity to serve the contracting authority in a good way during the entire contract period.
Good capacity means:
- Minimum 1 person with NEK 405-1 competence
- Minimum 2 persons with NEK 405-3 competence
Qualification requirement 3: Tenderers must have thermography, third party inspections, and short circuit/selectivity checks as a fixed part of daily operations.
Tenderers are required to have sufficient experience from the execution of equivalent deliveries/comparable assignments.

Documentation requirement 1: To be documented by attaching:
- A copy of the company certification locally, in accordance with NEK 405, showing certification areas.
- A copy of a competence certificate showing NEK 405 certification areas for the proposed personnel.
Documentation requirement 2: Tenderers must attach a description of the tenderer's technical personnel or technical units that the tenderer has access to for fulfilment of the contract, regardless of whether they belong to the company or not. The description must, amongst other things, include NEK 405 competence for the tenderer's technical personnel.
