Requirement: Registered in a trade register or company register

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation: Norwegian companies: Certificate of Business Registration

Foreign companies: Documentation that the company is registered in a trade index or company register as mandated by the legislation in the country in which the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement. Documentation: Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company, with score A (credit worthy) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clearly stated.

Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included in the tender.

If a tenderer has valid reasons for being unable to present the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other documents that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement: Experience.

Significant experience from similar assignments is required. Similar assignments are in this context defined as the provision of temporary service personnel in accordance with the requirements specification's point 2 in medium sized/large municipalities, etc.

Documentation: A list of deliveries that, in total, make up minimum NOK 10 million a year for 2021 and 2022, with information on the contracting authority, name of and contact information on the contracting authority, the assignment's duration, a brief description of the assignment, and the turnover in 2021 and 2022 respectively so that we can obtain references if required.

Furthermore, the total turnover of NOK 10 million a year for 2021 and 2022 must be substantiated/confirmed by the contracting authority/client.

Annex 3 Experience Form must be completed.

This documentation must be delivered with the tender to give the contracting authority security that the requirement has been met.

Requirement: RA Tenderers must have a system for carrying out regular reviews of the following areas: Employee contracts, assessment of risk conditions at the hiring place, clear responsibility for HSE, working hours, wages, overtime payment, wages obligation when assignments end, sick pay, follow-up of long term sick leave, and job protection. Documentation requirement: RA certificate.

Requirement: Quality management system. A good and well-functioning quality management system is required for the services that will be provided and that is enforced in practice. The system must have procedures as well as documented historical traceability.

The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Documentation: A statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.

Minste nivå(er) av standarder:

Experience: Tenderers are required as a minimum to have a total turnover within the hire of mercantile personnel of NOK 10 million excluding VAT per annum in the period 2021 and 2022. The tenderer shall have experience from a minimum of two equivalent assignments.
