Procurement of temporary staff services.
The contracting authority needs to hire labour in the following fields of expertise:
- Administrative temporary staff services
- Canteen, industrial household and cleaning
- Building and construction, technical/production and storage/logistics
- IT, user support and operation
- Health
The procurement is split into five lots, divided into the various professional areas listed above. The contracting authority will enter into one framework agreement with one tenderer per lot.

… in a company register or a trade register in the country where the tenderer is established. Documentation requirements: Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Confirmation that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.

… as a certified staffing agency in accordance with the regulations for staffing agencies set forth by the Ministry of Labour and Social Inclusion, 4 June 2008, which came into force 1 January 2009. Documentation requirement: Documentation of registration in the Norwegian Labour Inspection Authority's register, and the documentation must not be older than 6 months from the date of tender submission.

Qualification requirement: Tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement. Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

… good experience from similar assignments. Good experience means that the Tenderer has completed several similar deliveries. Similar assignments are defined as assignments that are of the same nature and scope as those covered by this framework agreement. Documentation requirement: An overview of the tenderer´s 3 most relevant assignments over the last 3 years for each lot for which tenders are being submitted. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a report of: *The value of the assignment *Execution dates *Name of the recipient *Short description of the delivery. It is the tenderer's responsibility to document relevance through the description.

… sufficient capacity to carry out the delivery. Sufficient capacity means the Tenderer's ability to deliver candidates to all of the Norwegian Armed Forces' locations. Documentation requirement: An overview of the tenderer's total number of temporary staff. The overview must show the number of relevant temporary staff within the sub-areas for which tenders are being submitted. Tenderers must also document capacity in relation to nationwide delivery of candidates. For example (non-exhaustive): a list of covering assignments per county, a description of how the tenderers should organise themselves in order to deliver to all of the Norwegian Armed Forces' locations. Maximum 2 A4 pages per lot.

… sufficient competence to carry out the delivery. Sufficient competence means that the tenderer has suitable procedures and administrative personnel to identify and select suitable temporary staff at the request of the contracting authority. Documentation requirement: Description of the tenderer's procedures and personnel who will identify and select suitable temporary staff at the request of the contracting authority. The report must document that the tenderer and its personnel have expertise in identifying and selecting temporary staff within the relevant lots. CVs are not requested here. Maximum one A4 page per lot.

… a quality assurance system that, at minimum, includes procedures to ensure compliance with all laws and regulations to which the part of the organisation that will work on this contract is subject. Including: *Procedures for monitoring the Temporary Staff's working and rest periods *The Contracting Authority's requirements for procedures and controls regarding the Temporary Staff's working conditions and salary *The Contracting Authority's requirements for the following procedures: references and interviews. Documentation requirement: A description of the tenderer´s methods for quality assurance. Maximum 2 A4 pages. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

… a good environmental management system. Documentation requirement: A description of the environmental management measures that have been implemented in the company. Maximum 2 A4 pages. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse, EMAS or equivalent standards, it is sufficient to present a copy of a valid certificate.
