Student transport for Oslo Schools

The contracting authority needs to enter into agreements with tenderers for transport between home and school for students who cannot use public transport to Oslo Schools, private schools and competence centres. Other transport such as to school day camps, 17 May and between schools/training centres 3 is not part of this procurement.
It is the contracting authority's responsibility to organise transport so that pupils can fulfil their statutory right and obligation to education. The Education Act does not provide any guidelines on how transport is to be organised and implemented. The main rule is that students who are entitled to free school transport receive a travel card or subsidy equivalent to a travel card with Ruter. Students who are unable to use public transport due to a disability or temporary injury/illness may be authorised to ride in a taxi. In addition, 1st year 1 and in some cases 2nd year students may be authorised to ride in a taxi if the route to school is considered particularly dangerous/difficult.

The contract concerns the following schools: • Municipal primary schools - Temporary transport and trips accompanied by a chaperone for upper secondary schools 8 • Private primary and upper secondary schools approved under the Private School Act - Diamanten School for students with deafblindness The majority of the transport will take place between Monday - Friday from 07:00-09:00 in the morning, and 13:30 -17:00 in the afternoon.

A passenger trip is the transport of a student/chaperone one way. The need for taxi services varies from year to year. In 2022, Oslo Taxibuss made a total of 494,709 trips with 3,187 unique travellers.
In 2022, there were approximately 260 vehicles travelling fixed routes daily. In addition, there were chaperone return trips, SPOT and solo trips, so that on some days there may be approximately 530 unique vehicles used to transport Oslo students. Of these vehicles, approximately 65 are wheelchair-accessible vehicles.

The transport will mainly be collective transport, i.e., more than 2 students in the same vehicle. In 2022, OTB had a carpooling rate of 2.05. Transport is coordinated across schools/school teams, but takes into account the special needs of the students.
