NHN wants a new agreement that reflects needs and volume better than the current agreement.
NHN wants a supplier that can be both a stable service provider, but also a skilled partner in the field, through stable deliveries, good and secure operations, constructive dialogue and good development work.
A detailed description of the delivery is given in 'Part II SSA-L Annex 1 - The Contracting Authority's requirements specification.

Beskrivelse av fornyelser:
The contract will be valid from the date it is signed by the parties. The contract duration is three (3) years calculated from the delivery day. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The tenderer will have an option to terminate the contract 12 (twelve) months prior to the notification of contract renewal.

As options, the Contracting Authority reserves the right to make additional purchases of functionality related to the established solution. This may, for example, be the use of messaging via other channels, or may apply to new functionality that comes out during the agreement period and will be considered a natural further development of an established solution.

Tenderers must describe any additional services for SMS/messaging that are relevant to NHN in the tender offer. The Contracting Authority reserves the right to call off modules/new functionality from the Tenderer (or via the Tenderer from subcontractors), which are described in section 10.7 in Part II SSA-L Annex 2 "The Tenderer's description of the service"

Reservation; Prior to the option being exercised, new functionality via the tenderer, possibly from a subcontractor, will be analysed in more detail with regard to security (handling of personal data, basis for data transfer, data storage, measures in accordance with the Schrems 2 ruling, risk, etc.)

K1 - Tenderers must be a legally registered company.
Documentation Requirement: Company registration certificate or equivalent documentation showing that the tenderer is registered in a register of business enterprises, a professional register or a trade register in their homeland.
Økonomisk og finansiell stilling:
K2 - The tenderer must have adequate economic and financial capacity to fulfil their obligations under the contract.
Minste nivå(er) av standarder:
The economic and financial standing must be documented by the following information for the legal applicant:
a. The last approved annual accounts with the annual report and the auditor´s report.
b. Solidity assessment from a company with a licence to run a credit information company. The evaluation must not be older than 3 months from the deadline for receipt of tenders. It must be based on the last approved accounting figures and should report on the credit worthiness and degree of bankruptcy risk (bankruptcy prediction).

c. If a legal applicant relies on another company´s capacity to fulfil the requirement for economic and financial standing, this company must submit documentation in accordance with points a and b above, in addition to a signed commitment statement, (Cf. Part III Annex 2 Commitment Statement Template (for any use of sub-providers), where it explicitly states that the tenderer has joint and several liability to guarantee fulfilment of the contract.

Teknisk og faglig kapasitet:
K3 - Tenderers must have sufficient capacity and competence for the delivery.
K4 - Tenderers must have good experience from equivalent deliveries.
K5 - Tenderers must have established satisfactory methods for information security. The personal protection decree (GDPR) must be implemented as part of the management system.
K6 - Tenderers must have established satisfactory quality assurance methods.
K7 - Tenderers must have established satisfactory environment management.
Minste nivå(er) av standarder:
K3: Tenderers' organisational and technical capacity must be documented with the following information:
a. Description of the Tenderer's organisation that is relevant for this delivery.
b. A description of the total competence and capacity that the Tenderer has available for the contract (establishment, delivery, maintenance, and further development of services). Tenderers are asked to present an overview of the number of resources that are available, with a statement of relevant education and certificates, as well as the resources' experience with relevant technology, consultancy services, sales and delivery.

c. A specification must be provided of which resources (the number of persons as well as a statement of relevant competence/experience) belong to the tenderer and which belong to other companies.
K4: A description of the most important deliveries in the last three years that are relevant and comparable to the current procurement. The documentation for each delivery must state:
a. The customers' name and contact information.
b. A detailed description of the assignment, including the scope, value and duration.
c. A short description of why the tenderer considers the reference relevant for this procurement.
d. Information on the extent to which executing key personnel will be available for NHN, and possibly to what degree the delivery will be carried out in cooperation with, or by, collaborating companies.
K5: A copy of a quality assurance certificate (ISO27001/equivalent), issued by an accredited certification body. Alternatively, a description can be given of the Tenderer's systems for information security, as well as how they are implemented and managed in the organisation. The requirement must be fulfilled by both the tenderer and any collaborating companies.
