To make room for new hospital buildings at Rikshospitalet, parts of the existing Rikshospitalet will be demolished, and Oslo University Hospital Trust (OUS) will be making significant alterations in connection with this. OUS is, through the switch around project, responsible for making preparations for the demolition of C1, D0 and the pavilion in B1.
Preparing for the demolition of these areas involves the premises being emptied and functions being reorganised. Some functions will be moved temporarily before being transferred to the new Rikshospitalet, while others will be permanently relocated. The alteration project thus consists of numerous renovation projects of varying sizes.

The project 'dialysis, sample taking, and temporary main entrance in B2' is a sub-project in the switch around project.

The switch around project will establish a permanent dialysis and kidney laboratory in B2, 4th floor, as a replacement for the current premises in C1 and C2.

The project will be implemented in two phases, of which the first phase will be completed in mid 2024 and will include a solution to move the current dialysis and kidney laboratory to B2, 4th floor. The second phase will be completed when Ullevål Hospital moves its dialysis activities to Nye Aker and Nye Rikshospitalet. This contract only includes work connected to phase 1, but it will facilitate a future planned expansion.

The project is being carried out while the hospital is in operation, which requires special care in planning, operations and implementation. The tenderer will plan and implement the project in such a way as to minimise the impact on the hospital and its staff, patients and visitors. The contract is organised as joint builder managed contracts in accordance with NS 8405:2008 Norwegian building and construction contract.

The contracts are split into the following disciplines: 1852 Building, 1853 HVAC and sanitation, 1854 Electro, 1855 Automation. This procurement concerns the contract for 1854 Electro.

Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. In order to fulfil the requirement tenderers must fulfil the following terms. All the terms applies to the last available fiscal year:

1. Turnover of minimum

NOK 42 million.

2. Sum equity minimum NOK 100,000 and equity share in % (SEK*100/SGE) greater than, or equal to 10% SEK: Sum equity SGE: Sum equity and

debt.

Liquidity ratio (SOM/SKG) greater than or equal to 0.9 % SOM: Sum current assets SKG: Sum short term debt.

Documentation requirement:

Annual accounts for the last available fiscal year.

If a tenderer has a justifiable reason as to why he cannot submit the requested documentation, e.g., companies that have not been in existence for very long, the tenderer can prove his economic and financial position with alternative documentation that gives equivalent security for implementation ability. The tenderer is asked to contact the contracting authority

in order to verify what type of documentation will be deemed to be sufficient.

Requirement: Tenderers must have settled conditions in relation to the payment of taxes, VAT and employer contributions.

Documentation requirement: Norwegian companies: Certificates for tax, VAT and employer contribution. The certificate must not be more than six months old. Any arrears or other irregularities must be justified.

Foreign companies: Certificate from equivalent authorities in the

country where they are registered as liable for taxes.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have sufficient ability, experience, and the capacity to fulfil the contract obligations.

Documentation requirement: An overview of three relevant assignments that the tenderer has carried out in the last five years, which, as a minimum, must include:

A description of the delivery, including

o Name of the customer,

o Date of execution,

o Scope of delivery in monetary amount.

o Name and telephone number of a reference person

at the customer. The contracting authority must have the possibility

to contact the stated contact persons.

A description of how much of the deliveries

the tenderer will outsource to sub-suppliers. Therefore

references will also be accepted as sub-suppliers if

the work that was carried out by the tenderer comes under

work that is seen as 'equivalent assignments'.

Newly established companies that cannot present references

must substantiate that the company has the

prerequisites to carry out the work, and thus must

account for the company formation and the employees'

competence.

Tenderers are asked to complete annex B.2.8 Reply Form References.

Requirement: Tenderers must have a quality assurance system.

Documentation requirement: Documentation that shows that the tenderer has a

quality assurance system. This must include a general

description of the system content, including an overview of

inspection plans and checklists that are relevant for this

the contract.

If a tenderer has a certificate for a quality assurance system issued

by independent bodies that confirms that the tenderer fulfils certain

quality assurance standards, for example ISO 9001:2008, a

copy of the certificate can be attached as documentation that the requirement is

met.
