Review of seniors in the state tariff field

The project will be set up as a case study amongst selected entities in the state tariff field. The problem is divided into two main areas. The first main area is a searchlight on late careers, with the goal being to use seniors' (55-70 years) competence, experience, and involvement in the best possible way, which in turn can contribute to them remaining in work longer (after they turn 62 years). The second main area directs attention to concrete measures for, and experiences of seniors who have the right/possibility to retire with a pension. The final report must be submitted by 29 March 2024; this is so that it can be used, amongst other things, in the main tariff agreement negotiations in spring 2024. In addition the tenderer must present the final report at a launch seminar in June 2024. The procurement has an upper financial limit of NOK 1,910,000 excluding VAT including the option. The main assignment has an upper limit of NOK 1,800,000 excluding VAT, and the option has an upper limit of NOK 110,000 excluding VAT.

The project will be set up as a case study amongst selected entities in the state tariff field. The entities ought to be relatively large and represent the breadth of the tariff field. The number of case entities must be seen in connection with which data collection methods the tenderer proposes. In addition to various qualitative approaches, we would also like a quantitative questionnaire with all employees over 55 years in the case entities. However a representative questionnaire in the state tariff field is not to be carried out.

Beskrivelse av opsjoner:
As the assignment does not include a representative questionnaire in the state tariff field, the Ministry of Local Government and Regional Development (KDD), with assistance from the Norwegian Agency for Public and Financial Management DFØ, can carry out analyses of the state employee survey (from 2021) and/or register data of state employees. There can be analyses/tables/figures that can be included in separate chapters in the tenderer's final report, as an annex or by KDD releasing them in a separate document. The scope of this has not been clarified. Whether this is appropriate will be clarified with the tenderer in the contract period.

The tenderer's resource use for including such analyses/tables/figures in the report will be taken from the option if this is taken up. The option can be used for meetings between the contracting authority and the tenderer to draft the approach and content of concrete analyses/tables/figures, as well as how they can be included in the actual report. The option can also financial further communication of the report after the assignment has been completed.

Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must have sufficient ability and experience to be able to execute a contract of a similar nature and scope.
Documentation:
A description of up to three of the tenderer's most relevant assignments in the last three years, together with information on the contract's value, date of delivery or execution, and the name of the recipient (if possible).
Relevant assignments means experience with projects within senior policies (employees 55 years or older), the public sector (preferably the state), part cooperation, and/or working life/HR. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
