The main relocation period is scheduled to weeks 36 - 38 and weeks 43 - 45 in 2023. However, some objects are expected to be moved before and after these periods. The scheduled relocation period is in the third and fourth quarter of 2023. However, the contracting authority reserves the right to move out during the second quarter of 2024 if delays occur.

The contract includes relocation planning and the move itself.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation Requirement: Norwegian tenderers: Company Registration Certificate

Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: The tenderer must have the sufficient economic and financial capacity to fulfil the contract.

Sufficient economic and financial capacity means:

An annual turnover of minimum 100 % of the contract's estimated value.

The tenderer must have a credit score equal to A or better, based on AAA Soliditet´s scale or equivalent score from other reputable credit rating agencies.

Documentation requirement:

Tenderers must attach the last known annual accounts including the turnover and equity.

Documented by a credit rating not older than 6 months, based on the last known fiscal figures. The rating must be carried out by a credit rating institution.

The contracting authority reserves the right to obtain a credit rating on our own initiative from a reputable rating company.

If a tenderer has valid reasons for not presenting the documentation requested by the contracting authority, the tenderer can prove the economic and financial capacity with any other document that the contracting authority deems suitable, cf. the Public Procurement Regulations' § 16-4, including, for example, a parent company guarantee, bank guarantee, etc.

Teknisk og faglig kapasitet:

Qualfication requirement: Tenderers are required to have adequate experience from similar assignments. Similar assignments are contracts for relocation services (including planning the relocation process) of an equivalent value and scope, from public authorities or large private enterprises.

Documentation requirement: The tenderers must attach a list (c.f. Annex 6 'Svarskjema referanser') of the most important relevant deliveries or services from the last 3 years, including information on the values, dates, and recipients. Certificates issued or verified by the tenderer's contracting authority can be attached.

Qualification requirement: The tenderer shall have sufficient execution capability/capacity. Sufficient implementation ability and capacity means the ability to fulfil a contract of this size in value and scope.

Qualification requirement: Tenderers must have a well functioning quality assurance system for the services that shall be provided.

Documentation requirement: If the routines are described in the tenderer's quality assurance or management system in accordance with ISO standards or equivalent third party verified system, it is sufficient to present a valid certificate with information on where this is described.

Alternatively, tenderers can describe an existing system and routines that substantiate that the requirement is fulfilled.
