Forsvarsbygg

The procurement is for the hire of building card readers. The card readers will mainly be used for projects that are carried out by call-offs on our framework agreements. The contracting party is not required to provide a card reader, so the Norwegian Defence Estates Agency must provide a card reader itself so that we secure electronic overview lists. Estimated value: NOK 1,200,000 excluding VAT. Maximum value: NOK 1,630,000 excluding VAT.

Hovedtrekk ved prosedyren:

The estimated volume (financial value) is calculated from the approximate need in the last 12 months and the expected future need. The contracting authority is not obliged to take out the estimated volume. Actual need in the contract period can be both lower and higher than estimated. The number of building card readers that will be needed per annum is very uncertain, as we do not have experience from this. Questions will not be answered in the period 05.06.-15.06.26 due to holidays.

Tenderers are registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex.

For financial key figures stated in the notice or in the procurement documents, the tenderer declares that the actual value(s) of the requested key figures are as follows: Minimum qualification requirements Qualification requirement: Tenderers shall have sufficient financial solidity to handle the framework agreement. Documentation requirement: Credit rating of the tenderer, not older than six months calculated from the deadline for receipt of tenders. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating shall include an assessment of the tenderer's payment history/reliability. The tenderer shall, in addition, submit the accounting figures from the last two available annual accounts. Or by the accounts key figures stated in the credit rating. A new submission is not required. NB! If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract. Recently established companies that cannot present a relevant credit rating can enclose alternative documentation that states, among other things, accounts/balance, key figures, payment history and payment remarks.

Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Qualification requirement: The tenderer (as a company) shall have relevant experience and competence within equivalent deliveries included in this contract. Documentation requirement: An overview of the three (3) most important deliveries within the card reader system for the construction site that the tenderer has carried out in the last three years, together with information on the contract ́s value, date of execution, as well as the name and contact information of the recipient of the services. The Norwegian Defence Estates Agency reserves the right to contact the listed reference persons in order to confirm the assignment.

The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Minimum qualification requirements Qualification requirement: Tenderers shall have satisfactory management systems within quality that cover the activities included in the agreement. Documentation requirement: A copy of a certificate issued by an independent body confirms that the tenderer fulfils the quality assurance standard NS-EN ISO 9001:2015 or equivalent. If a tenderer is not certified, documentation shall be given that he has a good and well-functioning quality assurance system. Concrete assessment is made based on the submitted documentation.

Minimum qualification requirements Qualification requirement: Tenderers shall have implemented a good and well-functioning system for environmental management that covers the activities included in the contract. This means that the tenderer works systematically to identify, reduce and follow-up their environmental impact on the entity and delivery through environmental management measures. Documentation requirement: This can be documented by: • certificate for ISO 14001, EMAS or equivalent environmental management standard, or • Other documentation that substantiates that the tenderer works systematically to reduce their environmental impact. Alternative documentation: Tenderers shall, as a minimum, describe the environmental management measures for the company, e.g. • the company's environmental policy or general principles for environmental work • concrete targets or KPIs connected to the environment or climate. • measures to reduce environmental impact (relevant for the delivery) • routines for follow-up and reporting of environmental performance. The contracting authority reserves the right to request detailed documentation.
