The Norwegian Defence Estates Agency [Forsvarsbygg] will divest approx. 90 residential properties during the 2023-2026/27 period. The Norwegian Defence Estates Agency [Forsvarsbygg] invites tenderer(s) to submit tender offers for the following separate locations within residential brokerage:
- Framework agreement for residential brokerage in Oslo
- Framework agreement for residential brokerage in Rygge
Framework agreement for residential brokerage in Øvre Romerike.
The assignment only concerns residential property brokerage, and includes the following aspects:
The real estate broker must assist the contracting authority throughout the entire process from planning and preparation of the sales assignment until the residence/property has been sold and the real estate broker has carried out settlement including registration of the title deed, etc.
- The real estate broker must assist the contracting authority with settlement and consultancy assignments, including contracting an appraiser for direct sales.
The assignment is described in more detail in Part III, Annex 7 of the tender documentation.

Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Økonomisk og finansiell stilling:
Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.

Tenderer’s credit rating, not older than 6 months when calculated from the expiry of the application deadline. The credit rating must contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. Tenderers must not have a credit score lower than B.

If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Teknisk og faglig kapasitet:
The company must be a licensed real estate brokerage agency in accordance with the Real Estate Brokerage Act (LOV 2007-06-29 no. 73), and must otherwise satisfy Chapter 4 of the same Act.
Certification from the Financial Supervisory Authority of Norway shall be enclosed.
Tenderers (as a company) must have the necessary experience and competence with execution of work of equivalent size and complexity. List of the company's five largest or most significant residential real estate brokerage assignments within each of the geographical areas for which tenders are being submitted. The reference assignments must not be older than one year from the tender deadline.

NOTE: When using a subcontractor to fulfil the overall requirement, a separate reference form must be completed for UE, as well as completing the ESPD.
A description of how the tenderer intends to fulfil the contract. The description must give an account of the tenderer's average annual workforce, the number of available employees, and that which is relevant to assignments carried out within the geographical area for which tenders are being submitted.

The description must also include an overview of the level of expertise of the workforce, including education levels, any certifications, roles (brokers, real estate agents, real estate agent representatives, assistants, etc.)
This overview is to be submitted in an excel tab.
Note that CVs are not to be attached under the qualification requirement. See the separate requirements for the award criteria.
Tenderers are required to have a satisfactory quality assurance systsem: A certificate of the company´s quality assurance system/management system, issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, e.g. ISO certification. The contracting authority will also accept other documentation demonstrating that the tenderer has equivalent quality assurance measures.
