The ICT system will become part of a comprehensive Asset Management system in Bergen municipality through integration and data exchange.
The contract concerns a professional system for roads delivered as a service over the internet ("as a service" deliveries).
The professional system shall replace the municipality's current ICT system.
Bergen municipality, c/o the Agency for Climate, Environment and Urban Development, is the contracting authority for the procurement. The contest is being managed by the Procurement group. When the system is established, the Agency for Climate will be the owner of the contract and system.

The professional system for roads will be a group system in Bergen municipality and will be able to be used by the agencies and departments that at any given time have work processes that are related to this service area.
Beskrivelse av fornyelser:
The contract period is 3 years from the date the contract is signed. The contract will then be automatically renewed for 1 year at a time.
The agreement is valid until it is terminated by one of the parties in accordance with the contract provisions on duration and termination.

Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Foreign tenderers: The contracting authority will check the tenderers' financial situation from Creditsafe (https://www.creditsafe.com). If the tenderer is not registered in Creditsafe, they submit the company's two most recent auditor-approved annual accounts upon request. If the information from the sources is not correct, or if supplementary information is required to highlight the company´s economic and financial situation, this can be submitted.

Teknisk og faglig kapasitet:
Tenderers must have substantial and relevant experience. The experience must be from assignments of an equivalent complexity as the services requested in this contest. If the tenderer has carried out the assignment with support from subcontractors, it must be clear what the tenderer's responsibility has been in the project. References can be checked by direct contact and by obtaining relevant information for any verification of the compliance of the qualification requirement. It is, however, the tenderer´s responsibility to document relevance through the description. The references must be from the three most important and relevant assignments and include the establishment of the service and the operation / management. The reference assignments must be for the last three years and must contain a description of the scope (number of hours/man-years), the delivery time, results, where the delivery was performed (on-site, off-site), an overall description of the delivery and responsibility/role/type in delivery. Documentation requirement: Relevant experience is to be documented by stating a minimum of three (3) and a maximum of four (4) reference projects from the last three (3) years. The reference projects are to be entered directly in the Mercell system. Only the first four projects will be assessed if more than four reference projects are listed.

Tenderers must have systems and procedures that can help ensure that the delivery supports the contracting authority's efforts to safeguard climate and environmental considerations in its own organisation.
Documentation requirement:
All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.
Documentation: (shall be given in one of the following ways):
1) Description of the organisation's environmental policy, with particular focus on the effect of the deliveries on climate and environmental considerations. It must be clear who is responsible for monitoring the environmental policy and how the organisation is working to implement the environmental policy.

2) Other documentation demonstrating that the qualification requirement is fulfilled.
3) If the tenderer is either environmentally certified in accordance with valid ISO 14001, is Eco-Lighthouse, is certified by EMAS or is certified by equivalent third parties, such a certificate will be accepted as documentation of fulfilment of the qualification requirement.
