The procurement concerns a surveillance service using specially equipped Twin-engine turboprop aircraft with pressurised cabin and a long range.
The tenderer must operate 2 aircraft in connection with the service, including equipping and adapting both aircraft with sensor systems, all maintenance on aircraft and systems, as well as pilots and at least one system operator. Aircraft and personnel should be included in an emergency preparedness plan with 2- and 4-hour emergency response requirements. The primary area of operations is the entire Norwegian economic zone, as well as the Fisheries Protection Zone around Svalbard and Jan Mayen. The procurement concerns 2 surveillance aircraft, a primary aircraft with a minimum availability of 90% of the days of the year. A secondary aircraft must also be offered to be used during maintenance of the primary aircraft, or for any breakdown of the primary aircraft, or on assignment for the contracting authority. Overall, the service should be available at least 99% of the days of the year. Primary aircraft are dedicated to the service, while secondary aircraft can be used by the tenderer for other purposes during free periods.

Requirements for operational crew, aircraft and company:

The operational crew must fulfil the requirements for security clearance "confidential". The company must be established in Norway at the start of the contract, where both aircraft will operate under the Civil Aviation Regulations and both aircraft offered must be registered in Norway. The working language is Norwegian. All operations will be carried out as 2-pilot operations

Aircraft requirements:

Primary aircraft: Twin-engine turboprop aircraft with pressurised cabin, minimum 1000 nm range (5000 feet) and minimum 1500 nm range (optimum flight altitude), operational for a minimum of 90% of the days of the year.

Secondary aircraft: Twin-engine turboprop aircraft with pressurised cabin, minimum 750 nm range (5000 feet) and minimum 1125 nm range (optimum flight altitude), which together with primary aircraft must provide a minimum of 99% operational access.

Both aircraft must have seating capacity for at least 2 additional persons beyond the 3-person crew. The speed as a function of altitude should fulfil the following requirements: speed low level 150-200 knots KTAS (or greater range) and speed high level minimum 250 knots KTAS. The aircraft will be weighted in the context of the overall mission to be accomplished. The age of the aircraft, MTOW, operating hours and upgrades must be described, among other things.

If the total price exceeds the contracting authority's expected contract volume, the contracting authority reserves the right to opt out of the secondary aircraft at the time of signing of the contract. The secondary aircraft will then be entered as an option in the contract.

Equipment on the aircraft:

The tenderer must customise and equip the aircraft. Generally, both aircraft require a communication system for voice, point to point data (MBR antenna) and internet (minimum 2 systems). Windows at the operator's console, as well as at 2 of the seats, must be suitable for photography. Furthermore, there are requirements for TCAS II and ADS-B.

Special equipment to be installed and equipped by the tenderer:

Both aircraft:

System for data capture, development of map-based situational awareness, and data sharing adapted to the contracting authority's systems on shore and on board vessels.

Sensors to be installed:

AIS receiver/transmitter and stabilised FLIR turret, HD quality.

In addition on the Primary aircraft

In addition, primary aircraft should be equipped with radar capability for oil and vessel detection, as well as drop capability (minimum 15 cm diameter) for measuring buoys.

Tenderers must also offer and describe the following options in the tender (per aircraft where a sensor system is involved).

1) Sensors for Search and Rescue: Direction finders for crash position indicators, as well as mobile phone tracking

2) Radioactive Radiation Sensor - Adaptation for installation of the sensor in the cabin.

3) Sensor for measuring exhaust gases/exhaust from ships - Offer a system for measuring exhaust gas emissions from ships and offshore facilities (SOx/NOx/CO2/CH4).

4) Radar for object classification - System for the classification of objects such as vessels, etc.

5) Environment and Climate - Offer a system for phasing in sustainable fuels, as well as other climate measures

6) Personnel System Operator: There may be a need for supplemental system operators.

7) Possible: Secondary aircraft including sensors
