Due to capacity challenges at the ambulance services at Oslo University Hospital (OUS), and the need to scale up operations, premises are need for an ambulance centre in Oslo east. The purpose of this procurement is to procure premises for an ambulance centre that is centrally located in East Oslo. The intent is to combine activities at one location. Activities are currently carried out at several smaller stations. These are spread out over a larger geographical area, but OUS has concluded that combining the smaller stations into one ambulance centre will provide a better ambulance service for the population, as well as more efficient operations.

The contracting authority will not be responsible for the construction of the premises, and therefore would like to enter into a long-term lease agreement of up to 20 years for suitable premises. The contracting authority envisages that this can be solved in two ways: Either by someone offering to adapt/alter an already existing building or by someone offering to erect a new building. In both cases, the offered solution must fulfil the contracting authority's requirements and wishes, as stated in the functional description and its appendices.

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation Requirement: Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirement: The tenderer shall have sufficient economic and financial capacity to fulfil the contract. To fulfil the requirement, tenderers must meet the following conditions (all conditions apply to the most recent available financial year):

1. Turnover of minimum NOK 15 million
2. Sum equity minimum NOK 100,000 and equity share in % (SEK*100/SGE) greater than, or equal to 10% SEK: Sum equity SGE: Sum equity and debt.
3. Liquidity ratio (SOM/SKG) greater than or equal to 0.9 % SOM: Sum current assets SKG: Sum short term debt
Tenderers must have their tax, VAT, and payroll tax payments in order.
Documentation requirement: Annual accounts for the last available fiscal year.
If a tenderer has a justifiable reason as to why they cannot submit the requested documentation, e.g., companies that have not been in existence for very long, the tenderer can prove their economic and financial position with alternative documentation that gives equivalent security for implementation ability. Tenderers are asked to contact the contracting authority in order to verify what type of documentation will be deemed to be sufficient.

Teknisk og faglig kapasitet:
Qualification requirement: Tenderers must have sufficient ability and the capacity to fulfil the contract obligations.
Tenderers must have experience in the construction of new buildings and/or alteration of existing
building stock for a new function, of similar size and complexity in connection with lease agreements.
Documentation requirement: An overview of two relevant assignments that the tenderer has carried out in the last ten years, which, as a minimum, must include:
a description of the delivery, including
o Name of the customer,
o Date of execution,
o Scope of delivery in monetary amount.
o Name and telephone number of a reference person at the customer. The contracting authority must have the opportunity to contact the listed contact persons.
For companies unable to present references, the tenderer is required to highlight that they have the prerequisites to carry out the work, and must account for the company formation and employee competence in connection with this.
