The Norwegian Public Roads Administration is requesting tenders for the delivery of secretarial services for ROADEX Network.
ROADEX Network is a collaborative forum for sharing knowledge between different partners/organisations that handle the management, operation and maintenance of road infrastructure. The countries currently involved are Norway, Sweden, Finland, Scotland, Ireland and Iceland.
The assignment is to be a resource consultant for ROADEX Network. The purpose of the secretary is to help the partners to move forward with the collaboration, recognise synergies within the collaboration, manage the secretariat on a daily basis, carry out new projects on behalf of the partners and provide guidance to the partners on topics related to low-traffic road management and ROADEX technology.

The Contracting authority has a an option to extend the contract for 1+1 year, so that the total possible contract length is 6 years.
Beskrivelse av opsjoner:
The Contracting Authority has an option to extend the contract by up to 3,600 hours (600 hours/year), see point 2.2.3 of the Requirements Specification.

Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the contract.
Credit worthiness will be sufficient to meet the requirement.
Documentation requirement: The contracting authority will obtain a credit rating from Experian. See the tender documentation for further details.
Teknisk og faglig kapasitet:
Tenderers must have relevant experience.
Documentation requirement: Tenderers must provide an overview of 3-5 of the most important relevant works performed in the last 3 years. See the tender documentation for further details.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Point 3.26 of the contract provisions has a requirement that ensures that employees at the tenderer and any sub-suppliers that carry out work under the contract do not have worse wages and working conditions that those in the current regulations on general tariff agreements or nationwide tariff agreements for the branches in question. The Norwegian Public Roads Administration will also check compliance with the provisions and put sanctions in place for tenderers if there is a lack of compliance with the provisions.
