Oslo municipality is working to promote climate and environmentally friendly solutions and increased focus on the use of shared solutions. In this context, the City Council would like to carry out a pilot procurement of rideshare services. The Alna District is involved as a pilot district and will be a user of the service. Oslo Municipality, c/o the Development and Competence Agency, invites tenderers to an open tender contest for a framework agreement for the procurement of rideshare services in the Alna District.

As part of Oslo municipality's work to promote climate and environmentally friendly solutions, as well as focus on, among other things, more use of shared solutions, the City Council has wanted to test rideshare services as a pilot with a limited scope before potentially implementing the procurement of rideshare services for a larger number of the municipality's organisations. The pilot will provide valuable insight and knowledge that can be used to assess how to potentially procure and implement the use of rideshare services in the best possible way for Oslo Municipality's other organisations.

The Alna District has 14 service vehicles that it would like to replace in whole or in part with the use of rideshare services. The applicable vehicles in question are both passenger cars and vans. It varies when the cars are in use and some of the cars will also be used on weekends.

On weekdays, Alna District would like to lock a selection of vehicles for business between 07:30-16:30. Additionally, they would like to have some vehicles that are not locked for the business.

The number and type of vehicles and the times they will be available are described in the tender documentation and related documents.

For this contract, the contracting authority has an option to extend the contract for up to 1+1+1 year on verbatim terms.

Beskrivelse av opsjoner:

The tenderer has the opportunity to offer voluntary options related to vehicle types and equipment. These are to be priced in a separate price form. It will be voluntary for the Contracting Authority to exercise the options.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must be a legally established company.

Documentation: Norwegian companies: Certificate of Business Registration

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Documentation: The company's last Annual Financial Report including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.

The contracting authority reserves the right to obtain credit ratings on its own initiative.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have experience from similar assignments.

Similar assignments means contracts with a minimum duration of 1 year for the delivery of rideshare services to public or private organisations.

Documentation: A short description of the most important deliveries in the last three years, including information on the contract´s value, delivery date, number of delivery places and the name of the contracting authority, as well as a description of the content of the assignment.

Requirement: Tenderers must have the financial capacity to carry out the contract.

Documentation: A description of the tenderer's average annual workforce and the number of employees in the management in the last three years.

Requirement: Tenderers must have a quality assurance system adapted to the content of the contract.

Documentation: A description of the tenderer's quality assurance methods.

Alternative: Certificate for the company's quality management system issued by independent bodies which certifies that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.

Requirement: Tenderers must have an established environmental management measures which ensure that the tenderer is suitable to fulfil the contractual obligations for environmental provisions (see points 10.2, 10.3 and 10.4 of the contract).

This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

Documentation: A description of the tenderer's environment management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.

The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme) , or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant international standards from accredited bodies, e.g., ISO 14001 or equivalent.

Requirement: Tenderers must be able to fulfil the contract requirements for due diligence assessments for responsible business within 3 months of contract signing.

This means that the Tenderer must have implemented measures and systems that are used in the Tenderer's work to ensure basic human rights and proper working conditions, as well as preventing damage to the environment and corruption.

Tenderers must have ethical guidelines (guidelines for social responsibility/Code of Conduct/Suppliers Code of Conduct or equivalent), which as a minimum are equivalent to the social contract terms for the delivery of this procurement (Joint Contract point 10.4). The guidelines must, amongst other things, cover procurements and supplier chain management. The guidelines must be signed by the Managing Director or equivalent.

Tenderers must work actively to ensure compliance with the tenderer's ethical guidelines at sub-suppliers, including through selection criteria for new sub-suppliers and quality assurance methods for existing sub-suppliers.

Documentation: A description of the tenderer's systems for assessing due diligence in accordance with the UN's guiding principles for businesses and human rights (UNGP) and OECD's guidelines for multi-national companies. The documentation must include:

• Formal policy/guidelines that include an obligation to comply with the requirements for responsible business.

A copy of guidelines and a brief description of what has been done/is planned to be done to implement ethical guidelines for the selection of new sub-suppliers and for quality assurance of existing sub-suppliers.
