The bidder must have sufficient financial resources to be able to carry out the assignment by the bid deadline. If the bidder can document an A rating or better from D&B, this automatically qualifies. If the bidder cannot document the rating requirement, financial feasibility must be documented with other relevant documentation. This may be accounts, audit reports, annual reports, financing plans or operating guarantees from a bank or parent company. The contracting authority will decide whether the bidder is qualified to participate in the competition based on the documentation received.

The tenderer must submit a tax certificate. The tax certificate must not be older than 6 months from the tender deadline. Any arrears in the tax certificate must be justified and may result in the tenderer being rejected.

The Bidder shall guarantee that the enterprise works systematically to meet the requirements of health, environment and safety legislation and that they satisfy the internal control regulations. The Bidder shall further confirm that the enterprise is legally organized in accordance with applicable tax and working environment regulations with regard to employees' professional and social rights, and shall accept that the Client is given the right to review and verify the enterprise's system for safeguarding health, environment and safety. Documented by: Signed HSE self-declaration that is not older than 6 months.

The provider must have an environmental management system in place. This must be described.

The contracting authority shall state that in Norway there are national rejection reasons. These shall be described in the procurement documents. Tenderers must respond to whether they are in one or more of the situations described in the national rejection reasons. Will the purely national rejection reasons, as stated in the relevant notice or in the procurement documents, apply?

Have tenderers failed to fulfil all their social security obligations in the country where they are established and in their member state, if this is a different country than what he is established in?

Has the tenderer not fulfilled his tax and duty obligations in the country in which he is established, and in the contracting authority's member state, if this is a different country than what he is established in?
