The Norwegian Public Roads Administration, the Division of Transport and Society, the Department of Community Development and the Climate, the Section for Overall Planning (henceforth referred to as Contracting Authority) wishes, on behalf of the transport enterprises (Avinor AS, Bane NOR SF, the Norwegian Railway Directorate, the Norwegian Coastal Administration, Nye Veier AS and the Norwegian Public Roads Administration) to establish a framework agreement with a tenderer in connection with maintenance, management and minor development of the national goods model system.
The purpose of the procurement is to procure assistance related to the maintenance and management of the National modelling system for goods transport, CUBE Goods.
The estimated value is NOK 5 – 30 million.
The maximum value is NOK 30 million.

Tenderers must have sufficient financial capacity to fulfil the contract.
Credit worthiness will be sufficient to meet the requirement.
Documentation requirement: The contracting authority will obtain a credit rating from Experian. See the tender documentation for further details.
Teknisk og faglig kapasitet:
Tenderers must have experience from relevant assignments.
Documentation requirement: Tenderers must submit a list with 3-5 relevant assignments.

Tenderers must have sufficient implementation ability.
Documentation requirement: Tenderers must give an account on how sufficient capacity for this assignment will be ensured. Among other things, a staffing plan must be submitted for the assignment, showing the number of employees, hired persons, etc.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Point 3.26 of the contract provisions has a requirement that ensures that employees at the tenderer and any sub-suppliers that carry out work under the contract do not have worse wages and working conditions that those in the current regulations on general tariff agreements or nationwide tariff agreements for the branches in question. The Norwegian Public Roads Administration will also check compliance with the provisions and put sanctions in place for tenderers if there is a lack of compliance with the provisions.
